About The Position

The Project Coordinator position at the Idaho Transportation Department (ITD) in Rigby, Idaho, is designed for a proactive and self-motivated individual who will manage all District 6 permits as part of the Traffic and Operations team. This role involves ensuring a safe and efficient state highway system through meticulous attention to detail and outstanding communication skills. The successful candidate will process encroachment applications and demonstrate leadership and relationship-building skills while working closely with local agencies and stakeholders.

Requirements

  • Experience in planning and implementing projects.
  • Experience in developing, promoting, and gaining project support.
  • Ability to interpret and explain specialized or complex material into information usable by the public.

Nice To Haves

  • Knowledge of Idaho Standards and Specification's Manual for compliance of encroachment applications.
  • Knowledge of Federal, State, and IDAPA access regulations.
  • Knowledge of Federal and State safety regulations, including the MUTCD.
  • Knowledge of GIS and ProjectWise and electronic filing.
  • Skilled at speaking tactfully.

Responsibilities

  • Monitor and manage permit processing timelines.
  • Research past permit applications, property deeds, right-of-way access control, and federal/state/ITD requirements.
  • Interpret and implement Idaho Administrative Procedures Act (IDAPA) encroachment regulations regarding permit/development applications and permit denials.
  • Identify and coordinate with local cities/counties/partnering agencies to address access management concerns.
  • Provide consultation and assistance to ITD's Maintenance Foreman on permit oversight after approval.
  • Participate in legal hearings and local meetings as a technical subject matter expert on traffic engineering and access management.
  • Respond to public inquiries regarding access and utility installations, safety concerns, and lane restrictions due to permitted work.
  • Discuss options and make recommendations for dispute resolution of permit applicants.
  • Coordinate between developer/agency stakeholders and ITD Traffic Engineer by scheduling and participating in pre-application encroachment scoping meetings.
  • Compose precise and concise approval or denial letters that can withstand an appeals process.
  • Work with electronic files and GIS.
  • Assist the Traffic and Operations team with other duties as assigned.
