This position is Essential and is required to report to duty before, during, and immediately after a civil emergency. Responsible technical monitoring and coordinating construction and expansion projects of the Utility Systems Department, including but not limited to technical work in engineering plan review and markup of plans for utility construction and maintenance projects. Facilitates the development of public trust and confidence in the City. The following duties are illustrative for this position. Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations. Performs the surveillance of utility construction work in progress. Ensures the contractor's adherence to approved standards and specifications and design and acts as liaison between department and engineering consultants, contracts, regulatory agencies, and staff of inspectors. Reviews preliminary plans and contracts prior to construction. Attends pre-construction meetings. Observes and inspects construction work in progress and develops as-built drawings as work progresses. Ensures that utility system construction complies with approved current standards and specifications. Notes and reports improprieties and deficiencies. Maintains a field log of daily events, including number of persons, equipment and material on site, measurements taken, tests performed, deficiencies, etc. Reviews and marks up site layout plans, paving, drainage, utility construction and other plans, utilizing PDF plan review and markup software. Interprets survey plats, topographic maps, construction layouts, as-built drawings, etc. Reviews right-of-way maps, road plans, and profiles. Performs related work as requested or assigned. Regular and punctual attendance. Other duties as may be assigned. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
