This position is Essential and is required to report to duty before, during, and immediately after a civil emergency. Responsible technical monitoring and coordinating construction and expansion projects of the Utility Systems Department, including but not limited to technical work in engineering plan review and markup of plans for utility construction and maintenance projects. Facilitates the development of public trust and confidence in the City. The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.   Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations. Performs the surveillance of utility construction work in progress. Ensures the contractor's adherence to approved standards and specifications and design and acts as liaison between department and engineering consultants, contracts, regulatory agencies, and staff of inspectors. Reviews preliminary plans and contracts prior to construction. Attends pre-construction meetings. Observes and inspects construction work in progress and develops as-built drawings as work progresses. Ensures that utility system construction complies with approved current standards and specifications. Notes and reports improprieties and deficiencies. Maintains a field log of daily events, including number of persons, equipment and material on site, measurements taken, tests performed, deficiencies, etc. Reviews and marks up site layout plans, paving, drainage, utility construction and other plans, utilizing PDF plan review and markup software.   Interprets survey plats, topographic maps, construction layouts, as-built drawings, etc.   Reviews right-of-way maps, road plans, and profiles.                               Performs related work as requested or assigned.   Regular and punctual attendance.  Other duties as may be assigned. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Requirements

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma.
  • Minimum of three (3) years of progressively responsible experience in the field of utility construction required.
  • Possession of valid Florida driver's license and maintenance of clean driving record required.
  • Knowledge of water and sewer line construction methods, governmental laws and policies pertaining thereto.
  • Knowledge of drafting techniques, basic utilities engineering methodology and inspection techniques.
  • Ability to prepare written technical reports, estimates, critical path management, construction, and costs reports.
  • Ability to read and interpret water and sewer construction design prints; to prepare material take-offs and as-built drawings; observe and analyze construction methods; know and enforce construction standards and specifications; prepare field sketches and cost estimates for line extensions, and to keep appropriate records.
  • Ability to inspect water and sewer line installations to assure that new construction is performed according to specifications; to note and report deficiencies and improper and unorthodox construction methods; to monitor job progress; to assure that field sketches and cost estimates are accurate; to practice and enforce good safety procedures; to present and maintain a high corporate image and maintain good public relations.
  • Ability to complete assignments within time commitment constraints.

Nice To Haves

  • A minimum of six months of electronic plan review and markup experience and programming experience preferred.
