The Project Controls Senior Analyst - Mission Critical is a senior level position assigned to a role within Mission Critical business working on cost and schedule. Prior experience in federal government contracting (GovCon) or complex industries like aerospace, defense, and large-scale infrastructure is highly valued. Contract Type Familiarity: Proven history managing cost-reimbursable contracts (CPFF, CPIF) alongside Fixed Price (FFP) and Time & Materials (T&M) is essential. Under general supervision, competently performs all aspects of planning/scheduling, cost analysis, and field project assignments according to training, capability and experience Provides some guidance to less experienced project controls personnel Has project team supervisory responsibilities

Requirements

  • FAR & CAS Knowledge: Deep understanding of the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) to ensure allowable and allocable cost tracking.
  • Audit Readiness: Experience preparing for DCAA (Defense Contract Audit Agency) audits and managing incurred cost submissions.
  • GAAP Compliance: Applying Generally Accepted Accounting Principles for revenue recognition and billing.
  • Project Performance Metrics: Expertise in Earned Value Management (EVM) principles (ANSI/EIA-748) and variance analysis to track progress against baselines.
  • Financial Modeling: Ability to develop Estimates at Completion (EAC), expenditure forecasts, and budget corrections.
  • ERP Systems: Hands-on experience with Deltek Costpoint, SAP, or Oracle.
  • Scheduling Tools: Proficiency in Primavera P6 or Microsoft Project.
  • Data Analysis: Advanced Excel (Pivot Tables, VLOOKUPs) and data visualization tools like Power BI or Tableau.
  • Four-year Bachelor's degree with eight or more years of relevant Cost Control of Planning & Scheduling experience OR no four-year Bachelor's degree required with ten years or more of relevant Cost Control or Planning & Scheduling experience in Home Office or Field Office.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
  • Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.

Responsibilities

  • Leads a Project Controls (PJC) function or a team of PJC professionals and able to positively influence internal and external clients.
  • Achieves a high level of forecasting accuracy.
  • Proactive in addressing and escalating issues.
  • Leads proposal efforts.
  • Leads cost control team on complex projects through all aspects including cost reporting and forecasting, quantity tracking, change management, and risk analysis.
  • Addresses contractual requirements related to cost control, including reviewing contract language and providing feedback.
  • Leads project controls schedule team in all planning and scheduling efforts, including float analysis, earned value, startup planning, and constructability.
  • As required by the business unit, expert in scheduling forensics.

  • Leads and develops a team of project controls professionals.
  • Leads planning and cost control functions with minimal supervision.
  • Ensures tools, processes, and operating rhythm are in place to effectively identify and escalate issues.
  • Collaborates with management team to identify issues and trends.
  • Secures project management support.
  • Facilitate risk and change management discussions.
  • Supports department initiatives.
  • Leads implementation of PJC procedures & tools.
  • Provides transparent project health visibility to the business.
  • Escalate project issues to PJC Leadership.
  • Support administration of project reviews and resolution of resulting actions.
  • Identifies and confirms successful staffing of projects and proposals.
  • Ensure staff are meeting expectations and provide timely feedback.
  • Provides staff with learning and development opportunities.
