About The Position

The Project Controls Lead (PCL) provides overall project controls leadership through the application of systems and methods for estimate development, cost control, progress measurement, schedule development/control, and management of change.

Requirements

  • Bachelor’s degree in Engineering, Engineering Technology, or Construction Management
  • Demonstrated experience in project controls with emphasis on cost and schedule control
  • Supervisory experience required
  • Knowledge of company project management best practices and work processes
  • Strong analytical, mentoring, influencing, and consulting skills
  • Advanced proficiency in Excel and PowerPoint
  • Strong interpersonal and communication skills
  • Ability to multitask and respond quickly to urgent analysis requests
  • Adaptable to changing priorities
  • Willingness to work overseas and relocate as required

Responsibilities

  • Provide timely and accurate data and deliverables supporting benchmarking and tool development
  • Provide overall leadership for project cost, schedule, progress measurement, and change management
  • Support Project Teams and Stewards with cost and schedule analysis, forecasting, reporting, and budgeting
  • Develop and maintain the Project Controls Plan and Management of Change (MOC) Plan
  • Establish and lead the Stewardship process, including monthly cost and schedule stewardship reviews
  • Coordinate estimating, planning, and cost control priorities
  • Lead development and maintenance of: Cost Breakdown Structure (CBS) Original Control Budget (OCB) Current Control Budget (CCB) Project Master Schedule and Planning & Budgeting (P&B)
  • Collect, analyze, and report project cost and schedule information; prepare forecasts and identify risk areas
  • Administer and facilitate the Management of Change process
  • Facilitate Capital Efficiency / Opportunities and Vulnerabilities processes
  • Interface with Controllers on AFEs, budgets, invoices, and Work-In-Place development
  • Participate in bid evaluations and contract budget development as required
  • Ensure contractor familiarity with payment terms and control procedures
  • Lead preparation for Gate Reviews, Advance Commitments, Full Funding, and Supplement approvals
  • Coordinate Estimate Confidence Packages and Estimate Development Plans
  • Respond to ad hoc Project Management Team reporting requests
  • Support consortium, affiliate, and joint venture reporting
  • Support close-out reporting and CA$HD input
  • Perform quality assurance of contractor cost, schedule, and progress performance
  • Review and endorse contractor baselines, forecasts, progress measurements, and change proposals
  • Assist site management with recovery plans and corrective actions
  • Manage cost and schedule organizations, including contractor sites
  • Mentor and provide feedback to project controls engineers and planners
  • Ensure functional alignment and approval of key controls deliverables
  • Drive and promote capital efficiency across stewarded projects
