About The Position

The Project Control Analyst III (PCA) will ensure projects are accounted for in compliance with GAAP, government regulations, and company accounting/finance policies. The PCA will participate in the planning, tracking, analysis and reporting on multiple projects of varying contract type, size, complexity, and level of risk from the proposal phase to contract closure. The PCA will have significant interface with Project Managers, Contract Management staff, Senior Technical Personnel, as well as other functional areas.

Requirements

  • Bachelor's degree in Accounting, Finance, and/or Business Management required. Experience may be substituted for degree
  • Requires 6+ years of related experience
  • Requires 1+ year(s) of relevant experience in a government contracting environment
  • Prior experience with Deltek Costpoint
  • Experience working on DoD proposals and contracts (SCA, Cost Plus, Firm Fixed Price, Time & Material, etc.)
  • Understanding of regulatory requirements (ITAR, FAR etc.)
  • Experience in building forecasts and Estimates at Completion (EACs).
  • Must be proficient with all Microsoft Office tools
  • Must be proficient in verbal and written communication
  • Analytical, communication and presentation skills needed as well as the ability to operate independently and as a strong member of a team.

  • Prior experience with Deltek Cobra preferred

Responsibilities

  • Enter budgets, forecasts and necessary project information into Deltek Cobra and Costpoint in support of accurate project baselines, invoicing, and cost structure
  • Prepare project budgets and assist in the development of the Annual Operating Plan for assigned program(s)
  • Prepare monthly, quarterly, and annual company and customer cost and/or funding deliverables.
  • Complete monthly Estimate at Completion (EAC) analyses in partnership with Program Management
  • Develop monthly variance analysis for labor and non-labor cost elements, and provide thorough variance analysis to Program Management for assigned project(s)
  • Deliver understandable project trends and issues, including variance analysis, to the project team and management
  • Research and analyze historical data and develop cost models to support proposal efforts
  • Maintain accurate and complete financial records and support activities required for internal and external audits (e.g., DCAA)
  • Prepare cost presentations and participate in monthly and quarterly project reviews with management and/or customers as required
  • Participate in contract kickoffs and ensure the accuracy of contract award and project setup
  • Participate in contract closeout and validation of final cost elements and invoicing
  • Interface and respond to Program Management, Corporate Office, Customer's Business Office and other company functional groups regarding project information
  • Coordinate with Project Managers, Pricing and Business Development to help develop pricing support for proposals and contract modifications
  • Work with project team to proactively identify issues affecting project results and profitability
  • Monitor project invoicing activities and partner with Accounts Receivable to resolve billing issues
  • Other Duties as assigned
