About The Position

The Project Construction Manager is responsible for providing advanced, independent on-site oversight and coordination of capital improvement and infrastructure projects throughout the Northern Kentucky Water District. This role ensures work is completed safely, efficiently, and in accordance with NKWD standards, project specifications, regulatory requirements, and approved plans. Serving as the District’s senior field representative, this position coordinates multiple concurrent construction projects, exercises independent professional judgement in resolving field issues, and supports Engineering leadership through risk identification, change coordination, and contractor performance monitoring to ensure successful project delivery with minimal service disruption to customers.

Requirements

  • High School diploma or GED required; technical coursework in construction management or civil engineering preferred.
  • Minimum of 5 years of experience in water utility, heavy/civil, or municipal infrastructure construction.
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Proficiency with Microsoft Office Suite, Outlook, and document management systems.
  • Excellent organizational, communication, and time management skills.
  • Ability to work independently, manage multiple priorities, and maintain confidentiality.
  • Customer service-oriented with a collaborative approach.
  • Ability to read and interpret construction plans, specifications, and standard details.
  • Ability to exercise sound professional judgement and make field decisions within established authority.

Responsibilities

  • Construction Oversight & Inspection Provide on-site project inspection management for Northern Kentucky Water District water treatment plant, pump station, and other vertical facility construction projects.
  • Ensure all work complies with approved plans, specifications, and NKWD standards.
  • Document daily field activities, progress photos, quantities, and any deviations from plans.
  • Manage all aspects of vertical facility project inspection management from pre-construction meetings through project completion including adherence to project plans and specifications, negotiating change orders for approval utilizing the District’s delegation of authority guidelines and completing daily inspection reports, project documentation and other related activities.
  • Conduct walkthroughs for substantial and final completion; assist with punch list documentation.
  • Coordinate inspection activities across multiple concurrent projects, prioritizing field coverage based on project risk, schedule, and service impact.
  • Serve as the District’s authorized on-site representative for interpretation of plans, specifications, and construction sequencing issues.
  • Contractor & Project Coordination Serve as the primary field contact between NKWD Engineering, Operations, and contractors.
  • Report unsafe work practices or non-compliance immediately to project leadership.
  • Coordinate with internal staff on planned shutdowns, coordination with other utilities, onsite traffic control, and internal and external customer notifications.
  • Verify restoration, utility coordination, on site and external traffic maintenance, and site cleanup are performed to required standards.
  • Assist in resolving field conflicts or unforeseen conditions and provide input on change requests.
  • Exercise independent judgement to resolve routine issues and escalate complex or high-risk matters with recommended solutions.
  • Review, document, and coordinate change order requests in accordance with District delegation of authority guidelines, providing recommendations to Engineering leadership.
  • Monitor contractor performance, compliance, and professionalism and communicate trends or concerns to support corrective action and future procurement decisions.
  • Documentation & Reporting Maintain accurate daily reports, redlines, and inspection logs for all assigned projects.
  • Update as-built records and markups to support final drawing preparation.
  • Track contractor progress and communicate issues or delays to the appropriate manager promptly.
  • Prepare summary updates and project status reports highlighting risks, delays, compliance issues, and recommended actions for Engineering leadership.
  • Communication & Public Relations Interact professionally with property owners, residents, and businesses affected by construction.
  • Communicate courteously about access, restoration, and temporary water service interruptions.
  • Respond to public or contractor inquiries in the field and escalate concerns as appropriate.
  • Represent the District professionally during site visits involving consultants, regulatory agencies, or auditors.
  • Safety & Compliance Monitor field safety conditions and ensure adherence to NKWD and OSHA standards.
  • Confirm that contractors maintain required traffic control and jobsite signage.
  • Participate in safety briefings or jobsite inspections as assigned.
  • Identify and communicate safety, environmental, or compliance risks and recommend corrective actions.
