About The Position

The purpose of this position is to oversee the general administrative functions of the Winnebago Public Health Department to ensure efficient operation while assisting the Director in the daily management of program operations. The Project Budget Manager is responsible for budget management and programmatic grant management across multiple public health departments.

Requirements

  • Bachelor’s Degree in Business or related field is required.
  • Must possess a valid driver’s license and be able to meet driver’s eligibility guidelines.
  • Must have five (5) years prior work experience in a related field and at least two (2) years supervisory skills.
  • Ability to carry out duties with limited supervision, present materials and make independent judgments.
  • Ability to establish and maintain effective working relationships with other employees, directors, and the general public.
  • Ability to plan, supervise the work of other employees if called for by the position.
  • Above average typing skills (60) wpm and operating.
  • Knowledge of IHS and tribal forms and reports and Nebraska State grant reporting forms.
  • Must perform all duties in a manner that ensures the strictest confidentiality due to access to sensitive information.
  • Must possess knowledge of various computer software to include MS Office (Excel, Word, Outlook, Publisher and PowerPoint).
  • Must possess an understanding of the Electronic Health Record and RPMS Systems used by the I.H.S to document patient care and maintain confidentiality.

  • All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.

Responsibilities

  • Review monthly department budgeting and accounting reports to maintain expenditure controls for designated public health departments.
  • Review, monitor, and prepare amendments to grant budgets for designated public health departments.
  • Enters all invoices into the WCHS and/or WTN accounting software.
  • Prepare and review budget estimates for completeness, accuracy, and conformance with procedures and regulations as part the annual WCHS budgeting process and as needed for grant budgets.
  • Responsible for purchasing supplies and educational resources for programs and grants.
  • Submits current budget report with monthly report to Public Health Administrator
  • Functions as Data Coordinator to accurately and timely submit programmatic data and quarterly reports for grants to the appropriate source
  • Assist in organizing and conducting PHN school programs by obtaining list of students, labeling forms, ordering supplies and coordinating consent form distribution to parent/guardian.
  • Coordinates collection and preparation of operating reports: time and attendance records, budget expenditures, staff CEU’s and statistical records of performance data.
  • Maintains operating inventory level of office supplies for staff ensuring an adequate supply of cost-efficient materials.
  • Attend departmental meetings as needed.
  • Responsible for submitting health department travel orders and requests with appropriate documentation. Responsible for submitting travel reports upon return.
  • Coordinates program activities in conjunction with Chief Public Health Officer.
  • Receives all guests, clients, and telephone calls in a professional manner, using discretion in determining nature of person’s inquiry and transferring them to appropriate staff
  • Assists staff with formatting grants and uploading into Grant Solutions
  • Assists staff with Computer Technical Services
  • All other job related duties as assigned by supervisor.
  • Developing and maintaining a database of grant info, such as reporting, invoices, draw downs or any other correspondence Invoice/Draw Down for all Public Health Department Grants in a timely manner
  • Assists with all WPHD programs with their spending and credit card purchases
  • Liaison with the property and supply purchasing agent
  • Monitor Spending Trends and helps health department programs plan or future financial needs Provides Financial Forecasts and Reports to Finance Monthly
  • Reconcile Credit Cards (5) for the Health Department
  • Propose Grant Budgets for new Grants
  • Hold Monthly Grant Meetings to Provide guidance and support to Health Directors in grant management and compliance Develop and Maintain relationships with grantors and funding agencies
  • Keep up to date with grant funding policies and procedures
