About The Position

The Project and Transition Manager provides end‑to-end leadership for enterprise technology modernization, overseeing planning, execution, governance, transition, and closure. This role establishes and maintains project and transition governance, coordinates cross‑functional technical and business teams, leads rollout planning and organizational change management activities, and ensures operational readiness through structured knowledge transfer and documented handoff. The Project and Transition Manager proactively manages risks, issues, dependencies, and decisions, ensures deliverables align with business objectives and governance standards, and supports formal closure and lessons learned, while providing planning, reporting, mentoring, and other delivery support at the direction of the NTT DATA Delivery Director.

Requirements

  • A minimum of eight (8) years’ project management experience.
  • A minimum of six (6) years of organization change management (OCM) experience with medium-to-large-sized information technology or modernization projects.
  • Bachelor’s degree, or equivalent work experience.
  • PMI Project Management Professional (PMP) certification.

Nice To Haves

  • A minimum of three (3) years of project management experience working in government.
  • A minimum of five (5) years of experience working as a consultant in a client-facing role.
  • Prosci certification.
  • A minimum of three (3) years of experience in business analysis.

Responsibilities

  • Establish and maintain project governance cadence, including status reporting, steering committee updates, and decision governance.
  • Ensure all project deliverables comply with project governance standards.
  • Drive stakeholder alignment and manage cross‑functional dependencies across IT, security, support, and business teams.
  • Develop current‑state assessments, future‑state design, and gap analyses for endpoints, identity, security, applications, and support processes.
  • Develop documentation of functional and non‑functional requirements and the agreed solution approach in collaboration with business and technical owners.
  • Lead organizational change management activities, including stakeholder analysis, change impact assessments, communications planning, user adoption activities, and training coordination.
  • Partner with business and operational leaders to ensure organizational readiness, adoption, and sustained value realization.
  • Develop, maintain, and socialize a comprehensive Project Management Plan, including sub-plans.
  • Create and manage the integrated project schedule.
  • Manage scope, resources, budget, and quality controls.
  • Coordinate execution across internal teams and external vendors, proactively identifying and managing constraints and risks.
  • Build and manage deployment rollout wave planning and provide execution oversight throughout project lifecycle.
  • Ensure post‑deployment validation activities and operational handoffs are completed, documented, and approved.
  • Develop and present weekly and monthly executive status reports.
  • Ensure work is completed on time and of high quality.
