About The Position

The City of Friendswood is currently accepting applications for a full-time Project and Grant Accountant in the Finance Department. This position will perform work requiring advanced knowledge, including accounting and reporting for capital improvement projects, project analysis, capital asset reporting, reconciliations to the general ledger, and monitoring internal service funds.

Requirements

  • Bachelor's degree in Accounting, Finance, Economics, or a related field.
  • Minimum of three (3) years of directly related accounting experience.
  • Knowledge of GAAP with emphasis on governmental accounting.
  • Working knowledge of Uniform Guidance (2 CFR Part 200), federal and state grant requirements, and Single Audit standards, including SEFA preparation.
  • Valid Texas Driver's License

  • Certified Government Finance Officer (CGFO) – preferred but not required

Responsibilities

  • Capital Projects & Assets Review and verify construction pay applications for accuracy, compliance, and alignment with approved budgets.
  • Track, reconcile, and report capital project costs, including capitalization upon project completion.
  • Maintain capital asset records, including acquisitions, transfers, depreciation, disposals, and physical inventories.
  • Coordinate asset tracking, inventory processes, and interdepartmental equipment transfers.
  • Prepare monthly capital project reconciliations and financial reports.
  • Assist in developing and maintaining capital asset policies, procedures, and documentation.
  • Prepare capital project and asset schedules for audits and reconcile to the general ledger.
  • Grant Accounting & Compliance Oversee the setup, management, monitoring, and closeout of grants in compliance with federal, state, and local requirements.
  • Prepare and submit grant reimbursements/drawdowns and maintain required supporting documentation.
  • Monitor grant budgets and expenditures to ensure compliance with allowable cost guidelines.
  • Prepare accurate and timely financial reports for grant-funded programs.
  • Establish and maintain internal controls to ensure compliance and accountability for grant funds.
  • Track and document grant-funded activities, reconcile grant receivables, and maintain organized grant records.
  • Prepare the Schedule of Expenditures of Federal Awards (SEFA) and assist with Single Audit requirements.
  • Additional Accounting & Support Assist with annual budget preparation, including maintenance of the vehicle replacement plan.
  • Support vendor setup and maintenance, including year-end 1099 reporting.
  • Assist with general ledger reconciliations and other accounting duties as assigned.
