About The Position

Performs advanced computer programming work. Work involves overseeing programming projects; analyzing proposed applications; and designing software solutions. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) with twelve semester hours in Computer Science, Management Information Systems, or a related field preferred and four years full-time, wage-earning application programming or development experience.
  • Thirty semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) with six semester hours in Computer Science, Management Information Systems, or a related field preferred and seven years full-time, wage-earning application programming or development experience.
  • Eight years full-time, wage-earning experience in application programming or development.
  • Four years full-time, wage-earning relational database experience.
  • Experience in writing and analyzing code proficiently in one or more of the following programming languages or development platforms: Java, JavaScript, HTML, PHP, COBOL, C# plugin or workflow code, or Microsoft Power Platform preferred.
  • Ability to maintain the security and integrity of critical infrastructure as it is defined by state law.
  • Knowledge of data processing methods and equipment.
  • Knowledge to design, develop, test, and maintain custom applications.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in problem-solving techniques.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in technical writing and preparing technical reports and documentation.
  • Skill to prioritize multiple projects and perform multiple tasks simultaneously.
  • Skill to design, develop, test, and maintain custom applications.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to provide training to team members.

Nice To Haves

  • Experience with development in a Microsoft Azure environment, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), or Software as a Service (SaaS) preferred.
  • Professional certification in programming languages or development platforms preferred.

Responsibilities

  • Coordinates the analysis, review, and revision of programs to increase operating efficiency and adapt new procedures
  • Develops standards and procedures for programming staff
  • Assists in advising staff in solving programming problems and makes recommendations to improve program operations.
  • Provides technical advice, assistance, and training to management and technical staff in matters relating to programming activities
  • Schedules and assigns projects to programming staff.
  • Participates in budget preparation and development of bid specifications.
  • Oversees, plans, and schedules the work of others
  • Reviews and evaluates the work of others to include code and development reviews while adhering to the defined change management processes.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
