Heartland Human Care Services is seeking a Program Supervisor to lead and support case managers and interns within our Independent Supporting Housing team. In this role, you’ll provide direction, mentorship, and oversight to ensure services are delivered with excellence and impact. Your leadership will help strengthen programs that empower families, improve housing stability, and create pathways toward stronger, more resilient communities. Requirements

  • Bachelor’s degree in a Human Services related field and two years of relevant experience is required.
  • Language Skills: Excellent oral and written communication skills. Demonstrated competency in public speaking and strong interpersonal skills required.
  • Organization Skills: Excellent organizational skills are required, including tracking many different pieces of information accurately.
  • Computer Skills: Proficiency in Microsoft Office, including Excel; Internet Explorer; Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services. Proficiency in online databases including HMIS.

Nice To Haves

  • One year of management, supervisory, or demonstrated progressive leadership experience is preferred.
  • Additional experience in community-based work with one or more of the following: criminal justice involved populations, substance users, people with HIV/AIDS, mental illness, homelessness history, and/or related populations is preferred.
  • A valid Illinois driver’s license is preferred.

Responsibilities

  • Provides guidance and supervision for some aspects of the program. Assists with monitoring staff attainment of project goals and prepares internal and external progress reports, accurately and on time.
  • Assists with submitting accurate, timely reports, projects, schedules and other relevant work products, working with the Program Manager.
  • Assists Program Manager or Director in interviewing, hiring, discipline, termination and other relevant employment transactions, with guidance from higher level Manager(s).
  • Provides regular supervision of any assigned staff, regular communication, professional development and guidance.
  • Works in accordance with the Collective Bargaining Agreement and established Policies and Procedures.
  • Prepares performance evaluations for any assigned staff, with guidance from higher level Manager(s), as needed.
  • Ensures the implementation of organization and program/department policies and procedures. (e.g. personnel, financial, participant eligibility, Standards of Professional Conduct, Ethics, HIPAA etc.).
  • Ensures program is operating at full capacity, tracks intakes and exits.
  • Maintains monthly rent roll accurately, collects and tracks participant rents received, and discusses any discrepancies with Program Manager.
  • Remains current in tenant rights and responsibilities, landlord/tenant laws including Chicago’s Residential Landlord and Tenant Ordinance and troubleshoots landlord/tenant issues or concerns with staff and/or landlords.
  • Remains current in the field of service provided by the program through self-initiated avenues, as approved by higher level Management.
  • Provides training and guidance to assigned staff and ensures documentation is completed in a thorough, accurate and timely fashion.
  • Initiates requests for regular supervision and interim evaluation/goal setting.
  • Approves non-personnel financial transactions within established parameters.
  • Maintains an appropriate professional demeanor toward co-workers, visitors, participants, supervisors and all others.
  • Assumes an appropriate role in other program or Division tasks or projects, as assigned.
  • Adheres to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), and private funding sources.
  • Assists in the development of organizational plans/policies related to professional standards.
  • Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards.
  • Initiates requests for assistance or guidance from Supervisor to address new issues or complex concepts affecting adherence to professional standards.
  • Assist Program Manager with addressing issues of quality improvement and model development aspects of the program.
  • Understands contract compliance and adherence to program policy and assist Program Manager or Director with implementation.
  • Other duties may be assigned.
