About The Position

Performs highly advanced administrative and supervisory program work for Substance Use Recovery Specialist program. Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; monitoring and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Psychology, Social Work, Medicine, Nursing, Rehabilitation, Counseling, Sociology, Human Growth and Development, Physician Assistant, Gerontology, Special Education, Educational Psychology, Early Childhood Education, Early Childhood Intervention, Behavioral Science, or Criminal Justice preferred.
  • Four years full-time, wage-earning criminal justice, treatment, rehabilitative programming, program administration, public administration, mental health service, or social service experience.
  • Two years full-time, wage-earning experience in the supervision of employees.
  • Current valid license as a Licensed Chemical Dependency Counselor (LCDC) by the Texas Health and Human Services Regulatory Services Division, current valid license as a Certified Criminal Justice Professional (CCJP) by the Texas Certification Board, or a current valid license as a Qualified Credentialed Counselor by the Texas Certification Board.
  • Must maintain valid license(s) for continued employment in position.
  • Knowledge of applicable state and federal laws, rules, regulations and statutes.
  • Knowledge of the principles and practices of public administration and management.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.

Responsibilities

  • Oversees and participates in the planning, implementation, coordination, monitoring, and evaluation of policies and procedures for Substance Use Recovery Peer Specialist program
  • Oversees the development of guidelines, policies, procedures, rules, and regulations
  • Monitors and ensures compliance with policies and procedures
  • Oversees the development and implementation of effective techniques for evaluating program activities.
  • Establishes goals and obstacles, priorities, and standards for achieving goals
  • Manages program evaluation activities
  • Confers with staff on operational problems
  • Identifies areas in need of change and makes recommendations to improve operations.
  • Oversees the preparation of management and productivity reports and studies
  • Develops and evaluates budget requests and proposals
  • Monitors budget expenditures and makes adjustments as necessary
  • Oversees special investigations, internal audits, and research studies
  • Oversees the development, review, and revision of legislation
  • Testifies at hearings, trials, and legislative meetings.
  • Provides liaison with agency staff, other agencies and organizations, and the public
  • Oversees staff development plans and activities
  • Provides high-level technical guidance in the program areas.
  • Oversees recovery peer specialists’ activities, training, certification, development, and documentation in compliance with Texas Recovery Peer Specialist standards.
  • Supervises the work of others
  • Provides direct care as needed.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
