About The Position

Seize your opportunity to make a personal impact in supporting the Case Management Modernization (CMM) Program. The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution used by all federal courts (204+) across the United States, which are grouped into three court types namely, Appellate, District, and Bankruptcy. The successful candidate will be an experienced PM with a long track record of successfully managing programs of similar scope, size, and complexity. The PM will direct all phases of the program including managing cost, schedules, technical performance, and deliverables from program inception through completion. The PM is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery while continuously driving process and quality improvements. The successful candidate will be a change agent who will lead teams with a hands-on approach, ensuring alignment with customer objectives, financial goals, and organizational strategy. The role requires exceptional written and verbal communication skills, as well as the ability to thrive in a fast-paced enterprise environment with multiple, concurrent workstreams.

Requirements

  • Bachelor’s degree from an accredited institution (required).
  • Minimum of 7–10 years of IT management experience, including large-scale technology solution delivery and Software Development Lifecycles (SDLC).
  • 5+ years of experience managing cost, schedule, and performance for programs exceeding $10M annually.
  • Proven track record in Agile methodologies, change management, and strategic alignment of technical goals.
  • Project Management Professional (PMP) certification (required).
  • Exceptional written and verbal communication skills.
  • Strong ability to lead diverse teams in complex, high-stakes environments.
  • Expertise in risk analysis, financial management, and process improvement.
  • Experience coordinating across teams, managing interdependence, and achieving operational maturity.

Responsibilities

  • Act as the primary point of contact for customer stakeholders to oversee contract execution.
  • Direct all phases of program execution, ensuring completion on schedule and within budget.
  • Supervise technical and administrative staff, including subordinate supervisors, and oversee hiring and performance evaluations.
  • Develop and manage a program roadmap, aligning tasks with strategic business outcomes.
  • Coordinate interdepartmental activities to ensure timely delivery of program deliverables.
  • Oversee development, implementation, and operations tasks using Agile project management methodologies, across 15 teams.
  • Create and manage plans, schedules, and documents, including Integrated Master Schedules (IMS), SOPs, Service Level Agreements (SLAs), and Operational Level Agreements (OLAs).
  • Track key performance metrics, analyze risks, and develop mitigation strategies through structured tracking mechanisms (e.g., RAID logs).
  • Provide regular stakeholder reporting, including sprint reports, backlog reporting, financial updates, and risk analyses.
  • Ensure quality control of program products, services, and deliverables by participating in reviews, audits, and site visits.
  • Perform program financial management, including budget planning, cost analysis, reconciliation, and enhancement of profit margins.
  • Ensure profitability and revenue growth on the program.
  • Coordinate and monitor subcontractor activities, including deliverables and financial administration.
  • Serve as the primary interface with government customers, ensuring transparency and alignment with contract goals.
  • Provide analysis, research alternatives, and solution recommendations to government leads for the modernization effort.
  • Perform business development activities, such as preparing technical and cost proposals as needed to support program growth.
