About The Position

This position ensures that TIERS Operations procurement packages are handled timely and efficiently according to HHSC (Health & Human Services Commission) guidelines. This position is also a go-to-resource for budget information for the TIERS (Texas Integrated Eligibility Redesigned System) Program resources as well as others throughout HHSC IT (Information Technology). Performs procurement administration activity associated with hardware/software/services procurement and TIERS Operations budget/finance activities to support ongoing operations. This position works with vendors including hardware/software/services vendors. This position works closely with HHSC departments, Procurement and Contract Services (PCS), IT Business Services (ITBS), Central Budget, Legal, Asset Management, HHSC Warehouse and others as required to ensure the procurement activities complete timely and accurately. This position provides guidance to TIERS project staff regarding procurement policies, procedures, and applicable statutes. This position also serves as a certified Texas contract manager to manage a subset of TIERS Operations contracts under $50,000.  This is the only administration position within TIERS Operations and is a valued and critical resource. Performs procurement administration activity associated with hardware/software/services procurement and TIERS Operations budget/finance activities to support ongoing operations.

Requirements

  • Knowledge of HHSC contract management procedures.
  • Knowledge of HCATS (HHS Contract Administration Tracking System) and HHSAS (Health & Human Services Administration System) or like contract adminstration tools.
  • Skilled in Microsoft Office tools.
  • Ability to work in a complex IT environment.
  • Experience managing IT procurements is required.

Nice To Haves

  • HHSC Contract Management is preferred.
  • ITIL (Information Technology Infrastructure Library) Foundation Certification is preferred.
  • Experience managing fiscal budget is preferred.

Responsibilities

  • Works with designated facility staff, management, and SMEs (Subject Matter Experts) to provide technical assistance on program specific requirements for procurements, and renewals including contract management of executed contracts and/or purchase orders. Ensures contract specialists’ duties meet established policies, procedures and deadlines. Stay current with agency policies including security policies which may impact procurements.
  • Working with SMEs develops and maintains Statement of Works (SOW). Prepares action memos and step documents through the management approval process. Liaisons with vendors and internal requestors. Keep good, positive relationships with vendors.
  • Manages the daily operations and activities of the hardware/software/services hardware (<$50,000) for TIERS. Work with the asset management team to ensure appropriate equipment tagging. Manage hardware equipment shipments to ensure that the equipment is received as needed by staff at the data centers. Work with SAM (Software Asset Management) and Contractor Management teams to monitor software licenses, true-ups and usage. Communicate and coordinate with third party vendors providing maintenance support for TIERS infrastructure.
  • Performs TIERS Operations budget/finance activities to support ongoing operations. Provides procurement data as requested by HHSC or SMEs to meet required, requested or established deadlines. Work with Software Asset Management and Contractor Management teams to monitor software licenses, true-ups and usage. Ensures integrity of procurements for the program by tracking and monitoring contract activity in CAPPS (Centralized Accounting and Payroll/Personnel System) Financial and SCOR (System of Contract Operation and Reporting). Maintains the database that tracks maintenance expiration and renewal information. Reviews and pay invoices.
  • Performs related work as assigned professionally, accurately, competently and on a timely basis.  Attends and participates in all mandatory training to meet HHSC and HSCS Facilities requirements, certification requirements and to maintain job competence.
