About The Position

The CDC Foundation is seeking a Program Performance Evaluator assigned to the North Carolina Department of Health and Human Services. The Program Performance Evaluator is a dedicated position to provide holistic program evaluation including looking at performance and budget for the Public Health Infrastructure Grant. This evaluator will facilitate progress reporting, use of grant performance measures, internal evaluation activities, collaboration with national partners on evaluation of the grant(s), and participation in relevant national organizational and workforce assessments. Leveraging assets from the DPH Workforce Development Team and Performance Management Team, the Program Performance Evaluator will monitor and provide data analysis on organizational programs and interventions to improve the health of North Carolinians. This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and North Carolina in order to best support the North Carolina Department of Health and Human Services in their public health programming. This position is currently a hybrid position. The role will require regular travel to Raleigh, NC and occasional out-of-state travel. CDC Foundation retains the right to make adjustments to this as required.

Requirements

  • Master's degree in the field of psychology, sociology, or social work from an appropriately accredited institution, and three years of experience in research and evaluation, using statistical methodologies in human service programs; or
  • Bachelor’s degree from an appropriately accredited institution, and five years of experience in research, evaluation and statistical application in the human service field; or an equivalent combination of education and experience
  • Knowledge of the principles and practices of public and business administration.
  • Experience analyzing large amounts of program and fiscal data to compile summaries for own use, management, or other agency staff.
  • Experience managing grants.
  • Working knowledge of computer assisted statistical programs, such as Excel.
  • Considerable knowledge of the methods and techniques of social research and program evaluation, and ability to apply statistical concepts for evaluation of programs.
  • Ability to design or direct the design of data gathering instruments and tools and to assess the validity of the information obtained from these instruments.
  • Ability to analyze data, draw conclusions from the analysis pertaining to the evaluation of the value/potential of the program.
  • Ability to make recommendations/projections to management concerning the future direction/impact of the program on the target audience.
  • Ability to make presentations both oral and written on the analysis of the project/study
  • Experience with budgeting and accounting practices and procedures.
  • Experience using Microsoft Office software, including Word, Excel, PowerPoint, and Teams.
  • Knowledge of public health principles and practices.
  • Knowledge of the principles and practices of state government, including state government budgeting and accounting practices, purchasing practices, and accounts payable procedures
  • Experience managing day-to-day operations in an organization
  • Experience designing and implementing organizational standard operating procedures
  • Certification in Advanced Skills for Managers

Responsibilities

  • Applies knowledge of the principles and practices of public administration and planning to job duties.
  • Develop and prepare reports and presentations describing the improvement in health outcomes for public health regarding program performance and budget evaluation reports.
  • Support the coordination of disseminating these reports to program staff, funders, and partners for publication in peer-reviewed journals.
  • Design and conduct qualitative and quantitative evaluations of the statewide initiatives relating to the grant to develop affiliated reports.
  • Work with local, regional and statewide partners to develop and coordinate on evaluation performance measures and accountability standards necessary to meet grant deliverables.
  • Work with DPH Workforce Team and Public Health Infrastructure Grant Team to monitor, track data, and data analysis of grant and workforce activities.
  • Communicates effectively with professional and administrative personnel.
  • Conducts literature reviews and research as needed to inform programmatic opportunities.
  • Provides administrative and analytical support for case escalations.
  • Attends key meetings and tracks follow-up items for workforce activities.
  • Assists in the establishment of goals, objectives, and timelines for key cross functional programs and initiatives that advance the Department’s strategic plan.
  • Serves as a liaison between programs involved in a special project or strategic initiative.
