This role requires a thorough individual capable of interfacing at all levels of the organization from key functional team to the Executive Director level. This position will directly support a Program Management Office (PMO) in leading manufacturing strategy for programs in development. You will support classified & unclassified programs within a technical portfolio of complex products. This role is responsible for making strategic decisions for Manufacturing/Test Plan, Facilities and Internal Investments to support the Program’s Long-Range Plan (LRP). This function aligns the Program objectives with the Secondary Strategic Business Unit (SSBU) vision. The Principal Specialist is responsible and accountable for successful execution of all Operations tasks that occur within the Program. This is a Hybrid role, supporting our St. Petersburg site. Selected candidate will be expected to live within a commutable distance as Onsite responsibilities will occur on an as needed basis. Relocation is not provided

Requirements

  • Typically requires: Bachelor’s degree and 5 years of prior relevant experience OR Advanced Degree in a related field and minimum 3 years of experience
  • Experience with MS Office Suite (Excel and PowerPoint)
  • Working knowledge of SAP / PRISM
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Experience with Raytheon processes and systems such as STAGES, IPDS, Common PDM, CRS, CORE/R6S, PRISM/APEX, CMES, and PROP.

Responsibilities

  • Operations Focal point for the PMO across all factories to meet execution goals and contractual requirements (via cross functional partnering with Supply Chain, Quality, Engineering, Facilities, Security, & Digital Technology).
  • Ensure On-Time Delivery of all customer commitments.
  • Participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act) Compliant Basis of Estimates (BOE) submittals leading to contract awards.
  • Partner with Program Managers in strategic contract shaping & execution.
  • Drive transition to production activities to prepare the factory for the next franchise set of programs.
  • Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.
  • Lead multi-functional teams in problem resolution and driving productivity improvement and efficiencies through HPU, Lead Time, Cycle Time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical improvement methods and tools.
  • Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.
  • Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross-functional leadership, suppliers, customers, and government representatives.
  • Execute Operations Control Account Manager functions including: Develop and manage budget, cost accounts, and baselines. Perform Estimate At Complete (EACs). Earned Value Management Tasks. Variance Analyses and recovery plans.
