About The Position

The Program Manager serves as the Division Director of Training Command within the Department of Energy's Office of Secure Transportation. This role is responsible for managing and overseeing a comprehensive training program for over 370 Nuclear Materials Couriers and other operational personnel. The incumbent will also manage a multi-million-dollar facility in Fort Chaffee, Arkansas, ensuring the effective execution of training programs that support national security missions.

Requirements

  • At least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service.
  • Demonstrated ability to manage and oversee training support functions for a large operational organization with national security missions.
  • Experience in developing and executing large scale, para-military training activities.
  • Experience in making timely and effective decisions through strategic planning and program implementation.
  • Experience in program oversight ensuring compliance with laws and organizational policy.
  • Strong written communication skills for preparing management reports and policy documents.
  • Experience managing training support contractual efforts.

Responsibilities

  • Manage and oversee the agency-wide training program for Nuclear Materials Couriers and operational personnel.
  • Supervise a multi-million-dollar DOE facility footprint in Fort Chaffee, Arkansas, including critical training infrastructure and equipment.
  • Ensure the establishment, maintenance, and execution of effective training programs for Federal Agents.
  • Maintain oversight of support service contractor staff in training and curriculum development, training administration, and facility operations.
  • Provide overall planning, direction, and execution of the TRACOM portion of the OST Training Program.
  • Interface with National Guard military leadership for management and utilization of training resources.
  • Develop and manage a multi-million-dollar operating budget for training programs.
