About The Position

We are seeking a Program Manager to perform various activities to support the success of the team in providing quality IT services to USCB. The U.S. Census Bureau (USCB) is the nation’s leading source of high-quality data on the population and economy, supporting evidence-based decision-making across the Federal Government, industry, and the public. To sustain and modernize its data infrastructure, the Census Bureau is establishing an enterprise Database Center of Excellence (DCoE) to centralize and standardize database administration services across the organization. Census Bureau systems operate within a complex, heterogeneous IT ecosystem that includes multiple operating systems, database technologies, and deployment models. This position works collaboratively with program offices, infrastructure teams, and cybersecurity stakeholders to ensure consistent, secure, and reliable database services across the enterprise.

Requirements

  • Eight (8) or more years of progressive experience in information technology or information systems, with a minimum of five (5) years performing IT project management functions. Experience must include managing projects across the full system development life cycle (SDLC), from requirements definition through implementation and closeout. The individual must demonstrate experience managing multiple, related projects simultaneously and applying industry-standard project management practices, including schedule, cost, and risk management, in support of complex IT initiatives.
  • A Bachelor s Degree in a discipline related to the contract work or in a business or technology related field. With a relevant Master s Degree ten (10) years general experience with at least five (5) years of specialized experience required. Fifteen (15) years of applicable experience may be substituted for degree requirements.

Nice To Haves

  • Minimum five (5) years of experience performing IT project management functions.
  • Minimum three (3) years of experience using Microsoft Project for schedule development and tracking.
  • Minimum three (3) years of experience applying Earned Value Management (EVM) methodologies.
  • Minimum three (3) years of experience performing formal risk management activities.
  • Experience working in a software engineering environment following industry best practices such as CMMI, ITIL, or similar frameworks.
  • Active or current Project Management Professional (PMP) certification preferred.
  • Prior experience supporting Federal Government IT projects or programs preferred.
  • Demonstrated ability to manage multiple priorities in a dynamic, fast-paced environment.
  • Strong oral and written communication skills, with the ability to convey complex technical information clearly to diverse audiences.

Responsibilities

  • Plans, coordinates, and manages IT projects and programs throughout the full project lifecycle, from requirements definition through implementation and closeout.
  • Develops, maintains, and tracks integrated project schedules, cost baselines, and performance metrics using industry-standard tools, including Microsoft Project.
  • Applies Earned Value Management (EVM) principles to monitor project cost, schedule, and technical performance and to support informed decision-making.
  • Identifies, analyzes, and manages project risks and issues; develops mitigation strategies and tracks risk response actions throughout program execution.
  • Manages day-to-day project operations, including task execution, workflow coordination, and process adherence, in addition to managing assigned resources.
  • Coordinates with technical teams, stakeholders, and leadership to ensure alignment with project objectives, schedules, and deliverables.
  • Implements and manages Software Process Improvement activities to enhance efficiency, quality, and repeatability of project execution.
  • Ensures projects are executed in accordance with approved Software Development Life Cycle (SDLC) processes and industry best practices.
  • Prepares and delivers project documentation, status reports, briefings, and other communications for technical and non-technical stakeholders.
  • Provides advisory support to program and project teams regarding planning, execution, risk management, and operational decision-making.
