About The Position

The Licensed Program Manager oversees all programmatic, operational, and clinical functions of a DMH-funded Interim Housing site in Van Nuys. This role is distinct from traditional Program Manager positions due to its required clinical licensure and responsibility for providing clinical supervision to Mental Health Professionals (MHPs). The Licensed Program Manager ensures compliance with DMH standards, delivers trauma-informed and housing-first services, and integrates mental health services into daily shelter operations while maintaining contract, staffing, and performance oversight.

Requirements

  • Master’s degree in Social Work, Psychology, Counseling, or related field required.
  • Active California licensure required (LCSW, LMFT, or LPCC). Minimum of two years post-licensure experience required.
  • Minimum of two years of experience in behavioral health or mental health services, preferably with individuals experiencing homelessness or co-occurring disorders.
  • Valid California driver’s license and reliable transportation.
  • Ability to pass a background check and drug screening.
  • Commitment to the mission and values of HTM, including a focus on harm-reduction and housing-first principles.
  • Passion for working in a high tolerance harm reduction model with individuals who have multiple barriers.
  • Experience working with highly vulnerable individuals who are experiencing homelessness, severe mental illness, substance addiction and medical barriers.

Nice To Haves

  • Supervisor roles in homeless services or DMH-funded program experience are strongly preferred.
  • Experience with mobile crisis response teams and providing trauma-informed care is preferred.

Responsibilities

  • Administer and oversee all program operations, policies, and staff. Ensure alignment with DMH contract requirements, HTM policies, and evidence-based practices. Collaborate with Regional Leadership and internal departments to oversee personnel, facility operations, and service delivery.
  • Provide direct management and provide guidance for program staff.
  • Provide direction and oversight to medical and mental health crises directly on site and to provide clinical and operational guidance to staff.
  • Analyze program reports and key data to identify trends and make projections or recommendations for program modification.
  • Identify staff development needs and activities. Work closely with the team to bring in training opportunities and identify areas for professional growth.
  • Respond to emergency and priority situations such as safety and security measures..
  • Resolve grievances and complaints, crisis, and troubleshoot incidents. Implementation of program policies and procedures. Ensure overall policies, procedures, and practices are in line with respective funding sources and with HTM's goals and values.
  • Ensure programs are effective and deliver desired outcomes through data compliance by entering all key HMIS data entry points to assure the meeting of Key Performance Indicators as aligned with the program requirements.
  • Operate within program and facility budgets and spending.
  • Provide direct clinical supervision to Mental Health Professionals in accordance with licensure standards and requirements.
  • Ensure ethical, compliant, and effective delivery of mental health services including assessments, crisis intervention, and care coordination.
  • Support staff with case consultation, documentation review, and clinical decision-making.
  • Provide individual and team supervision (clinical and administrative) through structured supervisions and ongoing, to support growth and accountability of direct service staff.
  • Oversee and support delivery of mental health services including crisis intervention, suicide risk assessments, safety planning, psychoeducation, and coordination with DMH, DHS, and external behavioral health partners.
  • Serve as primary program representative to DMH, LA County, and community stakeholders.
  • Participate in monitoring visits, audits, and interdisciplinary meetings.
  • Ensure contract compliance and accurate reporting.
  • Review and authorize program and contract reports prior to submission.
  • Review and clarify contract scope and services to staff.
  • Perform periodic internal audits.
  • Attend all monitoring site visits and work closely with the Regional Director to ensure compliance of Program Facility Standards.
  • Ensure all communication is responded to within 24 hours, maintaining high standards of professionalism and reliability.
  • Proficient in various communication methods, including email, face-to-face discussions, written correspondence (letters and memos), and telephone interactions.
