About The Position

The Commonwealth of Pennsylvania is seeking a Program Manager to support the Commonwealth Office of Digital Experience (CODE PA) in a hybrid capacity, focused on delivering enterprise digital initiatives for Permitting, Licensing, and Certifications (PLC). This role requires candidates with strong program leadership experience and offers the opportunity to drive large-scale digital transformation efforts that improve services for Pennsylvania residents. As a Program Manager you will be responsible for leading the end-to-end delivery of complex, cross-functional enterprise programs, ensuring alignment between strategic objectives and execution while driving accountability across multiple teams, stakeholders, and workstreams in a fast-paced, Agile-driven environment.

Requirements

  • 8–10 years of program or portfolio management experience.
  • Proven track record managing large-scale, multi-year, multi-million-dollar programs.
  • Experience managing multiple concurrent workstreams and cross-functional teams.
  • Experience working with both internal teams and external vendors.
  • Demonstrated ability to lead with authority and influence without direct control.
  • Strong coaching and mentoring skills with the ability to elevate team performance.
  • Exceptional communication skills, including executive-level reporting and stakeholder engagement.
  • Deep expertise in program governance, planning, and execution frameworks.
  • Strong understanding of Agile, Waterfall, and hybrid delivery methodologies.
  • Ability to bring structure and clarity to ambiguous or underperforming environments.
  • Experience with project management and Agile tools (e.g., Confluence, Azure DevOps, SharePoint).
  • Ability to communicate effectively with both technical and non-technical stakeholders.
  • Experience working in State Government environments.

Nice To Haves

  • Experience with Salesforce platforms or related technologies.
  • Professional certifications such as PMP, Scrum Master, or similar.
  • Experience standing up programs in early-stage or highly unstructured environments.
  • Exposure to technology procurement processes, including RFP/RFI participation.
  • Familiarity with Agile metrics, reporting, and performance tracking.

Responsibilities

  • Own end-to-end delivery of a complex, multi-workstream enterprise program, ensuring alignment with strategic goals.
  • Establish program vision, structure, governance, and execution strategy across all workstreams.
  • Drive alignment across product, engineering, UX, project management, vendors, and business stakeholders.
  • Develop and maintain an integrated master roadmap, managing cross-workstream dependencies and priorities.
  • Ensure deliverables are completed on time, within scope, and within budget.
  • Design and implement program operating models, including governance frameworks, decision-making processes, and escalation paths.
  • Lead steering committees and governance forums to maintain program transparency and accountability.
  • Proactively identify, manage, and mitigate program risks, issues, and blockers.
  • Oversee program financials, including budgeting, forecasting, and vendor performance management.
  • Provide clear, structured executive-level reporting and translate complex program details for non-technical stakeholders.
  • Facilitate cross-team collaboration, resolve conflicts, and ensure alignment across all stakeholders.
  • Organize and structure teams for optimal performance, coaching project managers, product managers, and team leads.
  • Drive continuous improvement by enhancing ways of working and addressing gaps in execution or performance.
  • Support Agile delivery teams by assisting with Scrum ceremonies, coordination, and removal of delivery obstacles.
  • Maintain program documentation, status reports, and tracking tools to ensure visibility into progress and outcomes.
