About The Position

The Program Manager serves as the Contractor’s single point of contact for all work performed under the Third-Party Liability (TPL) Program contract in support of the U.S. Coast Guard (USCG) Pay and Benefits Execution Division (CG-832). This position is designated as Key Personnel and is responsible for overall contract performance, personnel oversight, quality assurance, reporting, and coordination with the Contracting Officer (KO) and Contracting Officer’s Representative (COR).

Requirements

Bachelor’s degree (or higher) from an accredited institution
Demonstrated experience managing federal contracts or government programs of similar scope
Proven ability to supervise personnel and manage operational workflows
Strong knowledge of compliance, reporting, and performance management
Excellent written and verbal communication skills
Ability to be available during core government business hours and respond within required timeframes
Tier 1 background investigation (HSPD-12 / CAC eligible)

Responsibilities

Provide full lifecycle management and oversight of contractor performance under the PWS
Serve as the primary liaison between the Contractor, KO, and COR
Ensure compliance with all PWS requirements, PRS performance standards, and federal regulations
Oversee Program Support Services staff (Junior and Senior), including staffing levels, onboarding, and task delegation
Develop, submit, and maintain the Contractor Project Plan and monthly progress reports
Conduct regular performance reviews, identify risks, and implement corrective actions as needed
Ensure timely completion and acceptance of all deliverables
Lead quality control and assurance activities to meet or exceed Acceptable Quality Levels (AQLs)
Participate in progress meetings, post-award conferences, and transition-out planning
Ensure contractor compliance with security, privacy, and conduct requirements
