About The Position

The Program Manager serves as the manager of the designated programs and/or geographical region to which they are assigned. The Program Manager provides direct oversight of all service coordination within their department and ensures the provision of internal and external service delivery to obtain and maintain housing stability. The Program Manager also monitors daily program operations, provides feedback and guidance, and acts as liaison with community partners and referral sources.

Requirements

  • Bachelor’s degree from an accredited college or university in a social service related field, Master’s preferred.
  • A minimum of three years of experience in case management or related field experience is required.
  • Supervision and/or Project Management experience preferred.
  • Knowledge of crisis intervention and family case management.
  • Knowledge of the various community-based family service programs and activities.
  • Knowledge of child development, positive parenting, mental health and related subjects.
  • Knowledge of non-violent parenting and discipline strategies for children.
  • Knowledge of conflict resolution strategies.
  • Knowledge of basic counseling skills and techniques, including conflict resolution.
  • Knowledge of child protection standards and procedures.
  • Knowledge of the use of personal computers and standard office software.
  • Effective oral and written communication skills.
  • Ability to accurately track and report data.
  • Ability to maintain meticulous and up-to-date case files.
  • Ability to correctly assess situations within scope of responsibility and to make sound judgments within existing laws, policies and regulations.
  • Ability to establish and maintain effective working relationships with parents, children, co-workers and with representatives of other agencies and programs.
  • Ability to train participating families on basic parenting skills and related topics.
  • Ability to plan daily activities to achieve identified goals.
  • Ability to teach goal planning process.
  • Ability to independently solve problems and provide guidance to other team members.
  • Valid driver’s license with no more than three minor moving violations and/or accidents combined within the last three years, and no major moving violations in the past three years

Responsibilities

  • Program Management: Ensures effective and appropriate development and implementation of programs and services.
  • Complete participant file reviews to ensure adequate, professional documentation in accordance with grant guidelines and agency standards for quality service delivery.
  • Advise Director of Shelter & Housing Services of any major deficiencies.
  • Facilitate participant grievance process and procedure.
  • Participate in the development, organization, and implementation of new programs as needed.
  • Meet regularly with the Director of Shelter & Housing Services to address pending developments, data collection, program performance and participant entries and exits.
  • Monitor assigned caseloads to ensure that programs remain at full capacity and that participants meet eligibility criteria.
  • Collaborate with Crisis Response team to ensure referral process is efficient and responsive to changing program needs.
  • Collaborate with the services leadership team regarding appropriate implementation of best practices in the areas of rapid re-housing/housing first, trauma-focused service delivery, healing-centered engagement, critical time intervention, and other interventions designed to efficiently and effectively coordinate services for families living in poverty.
  • Facilitate storage and distribution of in-kind donations in coordination with other agency staff as needed.
  • Provide family case management coverage related to turnover or needs exceeding caseload capacity.
  • Establish competency across all services positions at the agency to provide coverage and assist with duties which exceed the capacity of program personnel.
  • Where applicable for units leased by ForKids, monitor new leases and renewals, ensure utilities are turned on and off appropriately and coordinate unit turnover processes.
  • Develop and monitor processes necessary to spend grant funds within specified timeframes and leverage other agency resources judiciously.
  • Western Tidewater Only: Act as the site liaison for all facility needs, including coordination with facilities department for any necessary appointments or on-site inspections.
  • Act as the site liaison for Community Resource Patio at the Birdsong facility.
  • Act as internal and external point of contact for community tours and volunteer projects.
  • General oversight of all staff working out of the site and regularly report to relevant supervisors any issues with attendance, safety and following policies/procedures.
  • Oversee the overall cleanliness of the Birdsong Center, leveraging internal and third-party resources. (point of contact for cleaning company at Birdsong)
  • Coordinate implementation of disaster preparedness and recovery plans to minimize the impact and downtime from weather events or other emergencies.
  • Act as lead for coordinating and overseeing holiday drives at the Birdsong Center. Including point of contact for community partners in the area. (Backpack Drive, Thanksgiving, Christmas)
  • Provide supervision and tasks for volunteers at the Birdsong Center.
  • Supervises the receptionist position for the Birdsong Center.
  • Supervises Alumni Consultant Position
  • Coordinates Holiday leave plans to ensure Birdsong building remains open and covered during events of high PTO requests
  • Sokol Place Only: Monitor and assess meal service as an aspect of service delivery, seeking input from residents and students and implementing changes as needed.
  • Continuously evaluate ways to fully leverage the shelter space for internal use as well as for community engagement.
  • Monitor and assess security guard service as an aspect of service delivery and overall safety of families in shelter.
  • Monitor and assess facility janitorial services as an aspect of shelter maintenance and overall cleanliness of shelter facilities.
  • Housing Program Manager Only: Complete Environmental Reviews and submit them to responsible parties as per established guidelines.
  • Ensure that the services team is utilizing the most up-to-date forms and data sets as it relates to housing files, included but not limited to fair market rent, utility allowance schedules, etc.
  • Review all new/renewal leases in agency name and consult with COO regarding any inconsistencies with Virginia Residential Landlord Tenant Act or risks to the agency.
  • Services Team Supervision: In coordination with Director of Shelter & Housing Services, ensures efficient and appropriate services are being provided to clients with appropriate data collection and tracking of benchmarks.
  • Regularly review all data and documentation produced by direct reports for accuracy and thoroughness.
  • Lead team meetings as necessary/assigned.
  • Regularly conduct audits of program files to ensure accuracy and compliance with internal protocols and grant requirements.
  • Participate in on-call rotation for after-hours emergencies.
  • Other duties as assigned.
  • Staff Management: Coordinates the hiring, supervision, evaluation and professional development of staff under Director of Shelter & Housing Services direct and indirect supervision.
  • Provide supervision for staff as indicated on the agency organizational chart.
  • Supervision to include regular and ongoing monitoring of work product and work habits; performance evaluations of individual staff as required by HR; review of job descriptions as required by HR; timely reporting to HR of disciplinary issues; and timely reporting to HR of performance excellence
  • Participate in the hiring and professional development of staff, including (but not limited to) the development of job descriptions and organizational structure.
  • Maintain current knowledge of agency policies and procedures as they relate to personnel; monitor staff for adherence to policies and procedures; take corrective action as necessary to ensure staff is in compliance.
  • Conduct regularly scheduled meetings with staff to provide direction, guidance and oversight to personnel.
  • Consult with staff on a regular basis, addressing concerns and sharing ideas.
  • Provide timely direction and written and verbal feedback to staff.
  • Ensure staff is fully trained and competent to perform the elements of their job as defined by their job description.
  • Ensure all staff are knowledgeable of agency policies and procedures and are compliant.
  • Ensure customer service standards are upheld by staff as outlined in ForKids Customer CARE Manual.
  • Financial Management: In coordination with the Finance Staff, ensures diligent tracking of program expenditures.
  • Use agency resources (financial and non-financial) prudently.
  • Acknowledge and follow financial policies of the agency.
  • Ensure staff compliance with agency’s financial policies.
  • Review purchase orders for compliance with agency budget and ensure appropriate account codes are assigned.
  • Consult with COO periodically to review program budget and financial performance.
  • Grants Data Management: In coordination with Grants & Research staff, ensures timely, accurate collection of data for grant reports and internal evaluation.
  • Accurately complete all required data reporting in accordance with established guidelines.
  • Participate in all scheduled data collection trainings.
  • Responsible for the collection and review of timely and accurate program-level data in accordance with established procedures.
  • Responsible for training staff on all current data collection requirements.
  • Participate in Continuum of Care meetings or activities as requested.
  • Community Engagement: Participate in development and fundraising activities as needed and requested (ex: meeting with donors, providing tours, attending fundraising events).
  • Actively build agency brand and community partnerships within the community.
