About The Position

St. Patrick Center provides opportunities for self-sufficiency and dignity to people who are homeless or at risk of becoming homeless. Individuals and families build permanent, positive change in their lives through safe and affordable housing, sound mental and physical health, and employment and financial stability. Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals. Position SummaryCatholic Charities of the Archdiocese of St. Louis, through our service line St. Patrick Center is seeking a Manager of Emergency Housing to lead and support its emergency shelter program. This role oversees program planning and staff supervision while providing compassionate, evidence-based services such as counseling, crisis intervention, and case management support. The Manager helps ensure a safe, empowering environment where participants can work toward stability. The core working hours for this position are Monday through Friday 8am to 4:30pm.

Requirements

  • Bachelor’s degree in social work, counseling, or 5 years of related experience.
  • Supervisory experience.
  • Experience in counseling and case management.
  • Trauma Informed Care trained and knowledge of trauma related therapies.
  • CPR/AED/First Aid Trained
  • Counseling and crisis intervention expertise.
  • Requires driver’s license (MO residents require Class E).
  • Requires valid and current auto insurance.
  • Requires reliable vehicle.
  • Willingness to alter work schedule to monitor overnight program.
  • Understand workforce demands and adapt to workforce tasks.
  • Understanding of mental illness and chemical dependency.
  • Recognize personal strengths and limitations regarding time, skill, and knowledge.
  • Self-motivated with excellent communication skills and ability to work as team player, especially with partner agencies and build productive relationships.
  • Ability to work with highly diversified workforce and have understanding and knowledge of cultural diversity.
  • Ability to work with clients that struggle with Substance Use and Severe and Persistent Mental Illnesses.
  • Ability to set professional boundaries and limits with clients.
  • Ability to engage new clients and assess persons and situations.

Responsibilities

  • Supervise and schedule emergency housing programs.
  • Accountable for program strategy including collaboration with other ministries and agencies to address needs of clients, improve program outcomes, and ensure long-term sustainability
  • Manage program quality, identifying and implementing operational improvements to improve effectiveness and client outcomes.
  • Responsible for developing annual budget and meeting fiscal objectives of the program.
  • Provide individual counseling and assist with case management for the clients.
  • Manage all program activities input into HMIS systems CaseWorthy and Wellsky.
  • Act as liaison with Get Help, Coordinated Street Outreach, and inclement weather following referrals.
  • Complete all reports related to grants received from grant funders.
  • Carry out specific grant requirements.
  • Provide counseling, case management and crisis intervention for clients.
  • Provide initial and ongoing assessment of clients’ progress and needs and update monthly.
  • Coordinate services with behavioral health staff.
  • Oversee budget and implement spending based on program and client need.
  • Refer clients to appropriate community agencies, assisting clients when needed.
  • Understand and implement the coordinated entry process.
  • Provide ongoing assessments utilizing the SPDAT.
  • Advocate for women and men in the program.
  • Work closely with coordinated entry, attend weekly case conferencing meetings.
  • Rotate weekly on call schedule with case manager.
  • Other duties as assigned.
  • Recruits, interviews, hires Women’s Night Program and Grace House staff.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with agency policy.
