About The Position

Program Manager WHO WE ARE: STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups. STAHL advocates for policies that can improve government services and maintain our government's competitive advantage, by bringing more technology into government programs. STAHL Companies advocates on behalf of our nation's innovative, new technology and small businesses looking to work with the U.S. government. We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem. The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government. We are seeking a skilled and experienced Program Manager to join our team! The Program Manager provides comprehensive program management leadership and oversight in support of the Department of the Navy, Naval Sea Systems Command (NAVSEA), Strategic Systems Guidance, Navigation and Control Division (GXP) within the Global Deterrence and Defense Department at Naval Surface Warfare Center (NSWC), Crane Division. The role supports non-personal engineering, technical, logistics, configuration management, data management, and program management services for mission-critical systems supporting national defense. The Program Manager is responsible for ensuring successful execution of contract requirements while supporting GXP’s mission to deliver innovative engineering solutions, sustainment, and lifecycle support for complex platforms, missile systems, and test facilities.

Requirements

  • Bachelor’s degree in Engineering, Program Management, Business, or a related technical discipline.
  • Minimum of 10 years of program management experience supporting DoD or Navy programs (NAVSEA experience preferred).
  • Demonstrated experience managing complex technical programs involving engineering, logistics, and lifecycle support.
  • Strong understanding of DoD acquisition processes, systems engineering lifecycle, and program control principles.
  • Proven leadership, communication, and stakeholder engagement skills.
  • Ability to manage multiple priorities in a dynamic, mission-focused environment.
  • U.S. citizenship required.

Nice To Haves

  • Master’s degree in Engineering, Program Management, or related field.
  • Program Management Professional (PMP) or DAWIA certification.
  • Experience supporting strategic systems, missile systems, or guidance, navigation, and control (GNC) programs.
  • Active or ability to obtain a DoD security clearance.

Responsibilities

  • Provide overall program management, planning, coordination, and execution of contract requirements in support of NAVSEA GXP.
  • Serve as the primary point of contact between the Government and contractor teams for all program-related activities.
  • Manage cost, schedule, performance, and risk in accordance with contract objectives and government standards.
  • Oversee multidisciplinary teams supporting: o Electrical, electronic, mechanical, and software engineering o Acquisition and development efforts o Production, integration, test, and evaluation o Integrated logistics support, reliability, maintenance, and sustainment o Configuration and data management
  • Ensure compliance with DoD, Navy, and NAVSEA policies, procedures, and reporting requirements.
  • Develop and maintain program plans, schedules, deliverables, and metrics to support program execution.
  • Identify and mitigate program risks and issues; implement corrective actions as required.
  • Coordinate resources, staffing, and subcontractor performance to meet mission and contract objectives.
  • Prepare and present program status briefings, reports, and reviews to government stakeholders.
  • Support continuous process improvement and adoption of best practices across program activities.
