About The Position

The Program Manager will serve as the executive integrator responsible for overall program delivery of complex data governance initiatives for federal healthcare organizations. This role oversees the execution of comprehensive data management frameworks, coordinating cross-functional teams and managing schedules, costs, and risks across multi-objective programs. The Program Manager ensures stakeholder alignment, maintains Contracting Officer's Representative (COR) engagement, and provides executive-level reporting and escalation management.

Requirements

  • Bachelor’s degree in Business, Information Systems or related fields with 6+ years of Federal senior project/program management experience
  • Ability to quickly synthesize technical details into actionable information
  • Ability to manage teams of 15+ IT personnel
  • Demonstrated experience managing multi-million-dollar programs with complex stakeholder environments
  • Proven experience managing complex federal IT programs with multiple concurrent objectives and cross-functional teams
  • Strong schedule and cost management capabilities with experience in fixed-price contract delivery
  • Experience with Federal stakeholder coordination and government engagement protocols
  • Knowledge of data governance and enterprise data management program requirements
  • Proficiency in program management methodologies and tools
  • Possess Strong written and verbal communication skills
  • Highly organized, with the ability to prioritize, balance, and effectively advance multiple competing priorities in a high-volume, fast-paced environment
  • Ability to interact in a professional and collaborative manner with fellow Dynanet Teammates and the clients, and business partners that we work with
  • Ability and desire to challenge and educate yourself to support and advance IT services delivery in the Federal agencies we serve

Nice To Haves

  • 10+ years of Federal project/program management experience
  • Project Management Professional (PMP) or equivalent program management certification
  • Experience supporting Federal healthcare, defense, or large-scale data governance initiatives
  • Knowledge of Federal acquisition processes and contract performance requirements
  • Understanding of enterprise data catalog implementation and metadata management programs
  • Experience with Analysis of Alternatives (AoA) processes and Commercial Off-The-Shelf (COTS) evaluations
  • Familiarity with Federal compliance frameworks including National Institute of Standards and Technology (NIST) standards and healthcare regulations
  • Experience managing programs involving User Acceptance Testing (UAT) and stakeholder adoption initiatives
  • BA in information technology, business, cyber security, or related field (MA preferred)
  • PMP certification
  • Active DoD High-Risk Public Trust designation (Active DoD security clearance preferred)
  • Technical certification(s) in compliance with DoD Directive 8140 (CompTIA Sec+, CISSP, CISM, CEH, etc.) is preferred

Responsibilities

  • Lead overall program delivery across multiple concurrent objectives including baseline data inventory, repository establishment, analysis of alternatives, automated metadata harvesting, and self-service portal evaluation
  • Execute comprehensive schedule management using phased execution roadmaps with defined quality gates, executive reviews, and acceptance checkpoints
  • Manage cost control and budget oversight for fixed-price contract delivery, including resource allocation and performance tracking against targets
  • Coordinate cross-functional stakeholder engagement including data domain owners, stewards, Subject Matter Experts (SMEs), and Federal leadership teams
  • Maintain active COR engagement through weekly status communications, monthly progress briefings, and quarterly in-person reviews
  • Oversee risk management including identification, assessment, mitigation planning, and escalation of program risks and issues
  • Lead executive reporting including monthly status reports, quarterly review presentations, and ad-hoc stakeholder communications
  • Manage program integration across objectives ensuring proper sequencing, artifact handoffs, and dependency coordination
  • Facilitate government decision gates and approval processes for critical program milestones
  • Oversee knowledge transfer activities and transition planning for sustained government operations
