About The Position

SAIC has an opening for a Program Manager in Reston, VA. SAIC is recognized as an IT leader in the Homeland Security Enterprise (HSE). SAIC supports both DHS and State, Local Territorial and Tribal (SLTT) spaces, delivering capabilities that enhance information sharing and risk mitigation actions and strategies across the spectrum of mission activities from critical infrastructure protection, public safety functions including air and maritime operations, immigration, and actions to mitigate emerging threats. This exciting opportunity will support the unique mission needs of our DHS clients, employing innovative information management, security solutions and data analytic capabilities. We are seeking an individual to join the team who is fully versed in DHS authorities, doctrine and policies, and is fully committed to improving the effectiveness of homeland security programs and bringing the best innovation, implementation, and attitudes to bear to the position. This role will include some onsite work in the National Capitol Region as needed.

Requirements

  • Bachelor's degree in related field and 18+ years of relevant experience; Master's degree and 16+ years of relevant experience. Additional experience can be considered in lieu of a degree.
  • Familiarity with State Department mission and functions.
  • Familiarity with strategic planning and starting new initiatives.
  • Experience in systems planning and documentation as well as presenting of findings to executive-level staff.
  • Hands-on experience with team building, results-oriented metrics planning and fulfillment.
  • Knowledge of budgets, planning, requirements management and definition, and outcome-oriented resource management.
  • Must be a U.S. Citizen with an active Secret clearance and the ability to obtain a Top Secret clearance; possessing a Top Secret is preferred.

Responsibilities

  • Develops and establishes relationships between the company, strategic partners and DHS contacts.
  • Identify, develop, and implement near-term and long-term business strategies that provide the business an opportunity to grow revenue.
  • Responsible for the maintenance of long-term relationships with DHS, SLTT entities and other HSE contacts to maintain a high level of satisfaction and increase SAIC responses to federal mission needs.
  • Serve as a primary interface for all SAIC products and services by ensuring they understand DHS' continuing business needs and alignment of those needs with SAIC capabilities to provide full life-cycle solutions.
  • Maintains direct contact with customers before and/or after any business transaction.
  • Manage staff and processes of large-scale information technology-based program.
  • Analyze effectiveness of systems, training programs, and employee engagement
  • Present findings and freely share ideas to make client functionality better.
  • Manage teams and programs for clients in the HSE space, including ability to lead and support discussions on strategic planning in system integration and modernization, introduction of AI enhancements to increase system performance, dealing with emerging threats represented by nation state actors and technological advancements, innovations in critical infrastructure risk management, mission-based IT, and building long-lasting strategies for success.
  • Ability to be bid as Key Program Manager for upcoming large DHS projects.
