About The Position

We are seeking a
detail-oriented, mission-driven Program Manager
with residential construction knowledge to lead program operations in our Central West (Tampa) District.
This is not a desk-only position. This is a leadership role that bridges programming and construction, ensuring projects move efficiently from intake to completion while maintaining full grant compliance and accountability.
You will:
Lead day-to-day district program operations
Supervise and support district staff
Coordinate closely with Construction to align scopes of work and timelines
Ensure files are compliant, audit-ready, and progressing on schedule
Serve as the operational bridge between district staff and leadership

Requirements

• Bachelor’s degree required (Master’s preferred)
• Experience in program management, housing programs, or community development
• Working knowledge of residential construction, including:
• Scopes of work
• Permitting and inspections
• Contractor coordination
• Project timelines
• Strong leadership and organizational skills
• Experience working with municipalities or local agencies
• Familiarity with grant compliance and reporting standards
• CRM experience (Salesforce preferred)
• Reliable transportation and ability to travel within the district
• Most importantly, you bring a commitment to accountability, collaboration, and mission-driven service.

Responsibilities

• Manage daily district operations and ensure files move efficiently
• Supervise, coach, and hold staff accountable for performance
• Monitor attendance, productivity, and project progress
• Serve as the district liaison between Programming and Construction
• Review and understand scopes of work
• Coordinate timelines with construction staff and subcontractors
• Ensure alignment between grant guidelines and construction execution
• Help prevent delays related to permitting, documentation, or approvals
• Maintain grant compliance and documentation accuracy
• Ensure files are organized and audit-ready
• Track project milestones and funding utilization
• Analyze performance data and recommend improvements
• Build strong relationships with municipalities, partners, and funders
• Attend stakeholder meetings and represent RTGFL professionally
• Support outreach strategies to increase client intake and program visibility

• $529.16/month (individual)
• $900/month (family)
• Paid Time Off: Up to 80 hours per fiscal year (prorated)
