About The Position

We are seeking a detail-oriented, mission-driven Program Manager with residential construction knowledge to lead program operations in our Central West (Tampa) District. This is not a desk-only position. This is a leadership role that bridges programming and construction, ensuring projects move efficiently from intake to completion while maintaining full grant compliance and accountability. You will: Lead day-to-day district program operations Supervise and support district staff Coordinate closely with Construction to align scopes of work and timelines Ensure files are compliant, audit-ready, and progressing on schedule Serve as the operational bridge between district staff and leadership If you thrive in environments that require organization, accountability, cross department collaboration, and problem solving, you will succeed here.

Requirements

  • Bachelor’s degree required (Master’s preferred)
  • Experience in program management, housing programs, or community development
  • Working knowledge of residential construction, including:
  • Scopes of work
  • Permitting and inspections
  • Contractor coordination
  • Project timelines
  • Strong leadership and organizational skills
  • Experience working with municipalities or local agencies
  • Familiarity with grant compliance and reporting standards
  • CRM experience (Salesforce preferred)
  • Reliable transportation and ability to travel within the district
  • Most importantly, you bring a commitment to accountability, collaboration, and mission-driven service.

Responsibilities

  • Manage daily district operations and ensure files move efficiently
  • Supervise, coach, and hold staff accountable for performance
  • Monitor attendance, productivity, and project progress
  • Serve as the district liaison between Programming and Construction
  • Review and understand scopes of work
  • Coordinate timelines with construction staff and subcontractors
  • Ensure alignment between grant guidelines and construction execution
  • Help prevent delays related to permitting, documentation, or approvals
  • Maintain grant compliance and documentation accuracy
  • Ensure files are organized and audit-ready
  • Track project milestones and funding utilization
  • Analyze performance data and recommend improvements
  • Build strong relationships with municipalities, partners, and funders
  • Attend stakeholder meetings and represent RTGFL professionally
  • Support outreach strategies to increase client intake and program visibility

  • $900/month (family)
