The Program Manager of Home Visiting ( Illinois Prevention Initiative - PI) and Doula Services is responsible for the day-to-day management, coordination, and quality oversight of evidence-based home visiting and community doula programs. This role ensures services are delivered with fidelity to the Parents as Teachers (PAT) model and community-based doula standards while promoting culturally responsive, trauma-informed care for families during pregnancy, birth, and early childhood. The Program Manager handles program staff, supports continuous quality improvement, ensures compliance with funding and program requirements, and maintains strong partnerships to advance equitable maternal and child health outcomes.

Requirements

  • Bachelor’s degree in public health, social work, education, human services, nursing, or a related field required; Master’s degree preferred.
  • Minimum of 3–5 years of experience in maternal-child health, home visiting, doula services, or related family support programs.
  • At least 1–2 years of supervisory or program management experience.
  • Bilingual English/ Spanish strongly preferred.
  • Experience working with evidence-based home visiting models, preferably Parents as Teachers (PAT).
  • Certification in the Parents as Teachers model (must be obtained within six months of hire).
  • Must hold or obtain the Gateways to Opportunity Family Specialist Credential (within six months of hire).
  • Strong interpersonal skills with the ability to engage, support, and guide a team of Parent Educators, as well as build positive relationships with families, colleagues, and community partners.
  • Ability to comprehend, interpret, and apply relevant laws, regulations, and organizational policies to ensure program compliance.
  • Demonstrated ability to provide reflective supervision, coaching, and professional development to staff to improve performance and service delivery.
  • Proficiency in using relevant software tools, including Microsoft Office Suite and Visit Tracker or similar databases for tracking program performance and staff activities.

Responsibilities

  • Provide day-to-day operational leadership for Parents as Teachers PI home visiting and doula service programs.
  • Ensure program implementation aligns with PAT model requirements, doula practice standards, and organizational policies.
  • Monitor program performance indicators, including engagement, retention, caseloads, and service delivery rates.
  • Lead and support continuous quality improvement (CQI) activities and participate in program evaluation efforts.
  • Monitor program budgets and expenditures in collaboration with finance and grants teams.
  • Supervise home visitors, doulas, group coordinators, and related program staff.
  • Support hiring, onboarding, orientation, and ongoing training of program staff in accordance with PAT and doula requirements.
  • Provide or coordinate reflective and clinical supervision for doula and family support staff.
  • Ensure compliance with all funding, licensing, and program requirements, including mandated reporting and participant rights.
  • Oversee documentation quality, record reviews, and accurate data entry into required data systems (e.g., PAT-required systems or MIS platforms).
  • Develop and maintain referral relationships with hospitals, healthcare providers, early intervention programs, and community-based organizations.
  • Collaborate with data, evaluation, finance, and grants teams to support reporting and funding requirements.
  • Use data and feedback to inform program improvements and operational decisions.
