About The Position

BETA Systems International (BSI) is seeking an experienced Program Manager to lead a high-visibility federal contract supporting strategic planning efforts for Alaska and the Arctic region. NOTE: This position is pending proposal award. Selected candidates will be contacted upon contract award. Position Overview This is a Key Personnel position on a multi-year contract (base + 2 option years) requiring direct client engagement, strategic thinking, and deep understanding of Arctic policy and federal contracting. You will serve as the primary interface with federal clients while managing a team of analysts and subject matter experts delivering critical strategic planning reports to inform U.S. Arctic policy. About the Project This position supports federal strategic planning for Alaska and the Arctic region, addressing infrastructure, economic challenges, and security considerations. You will contribute to critical strategic planning at the intersection of Arctic policy, infrastructure development, climate resilience, and Indigenous partnerships during a period of heightened geopolitical importance.

Requirements

  • 10+ years of program/project management experience, including 5+ years managing federal contracts
  • Bachelor's degree required; Master's degree preferred (Public Policy, International Relations, Public Administration, or related field)
  • Demonstrated knowledge of U.S. Arctic policy, Alaska issues, or geopolitical strategy
  • Proven track record managing complex analytical projects with multiple stakeholders
  • Strong understanding of FAR (Federal Acquisition Regulation) and federal contracting requirements
  • Excellent client relationship management and communication skills
  • Experience managing remote/distributed teams
  • Must be a U.S. citizen
  • Ability to travel to Alaska and Washington, DC

  • Experience working with federal government agencies
  • Knowledge of Alaska Native communities or Indigenous affairs
  • Experience with geopolitical intelligence platforms or analytical tools
  • PMP certification or equivalent
  • Understanding of Arctic governance, great power competition, or climate resilience issues

Responsibilities

  • Lead weekly strategic planning sessions with federal client leadership
  • Serve as primary point of contact with Contracting Officer's Representative (COR)
  • Manage development and delivery of 7 comprehensive strategic reports annually (15-25 pages each)
  • Oversee geopolitical intelligence analysis and integration into actionable recommendations
  • Coordinate subject matter experts across policy, infrastructure, energy, and Indigenous affairs
  • Ensure all deliverables align with federal Arctic strategy and executive directives
  • Manage contract compliance, quality assurance, and performance metrics
  • Lead site visits to Alaska and Washington, DC as required
  • Maintain client relationships and identify opportunities for expanded impact
