About The Position

CLGT Solutions, LLC dba CLOVEHITCH is a Service-Disabled Veteran-Owned small mission-focused business that provides professional solutions in the areas of intelligence, financial management, linguistics and administrative functions. CLOVEHITCH is seeking a Program Manager to oversee all aspects of contract execution, including staffing, financial reporting, and program oversight, requiring extensive experience managing IT contracts and Army intelligence projects. This position is contingent upon contract award.

Requirements

  • Ten years of experience managing IT contracts focused on software development and system administration. Responsibilities include task assignment and review, setting project pace, monitoring work-in-progress, and verifying successful completion of deliverables.
  • Demonstrated ability to work independently over initiating, managing, executing, and reporting on tasks with minimal oversight.
  • A master’s degree in Business Analytics, Project Management, Accounting, Finance or Business Administration from a college or university accredited by an agency recognized by the U.S. Department of Educations, along with twelve years direct industry experience. Alternatively, candidates may qualify with a bachelor’s degree in one of the above fields and at least fourteen years of experience in same disciplines.
  • Due to federal contract requirements, this position is restricted to U.S. citizens who have an active TS/SCI clearance with ability to obtain a CI polygraph.

  • Desired Certifications: CBA, ITIL, CGFM; CDFM; CCP; CMA; PMP; CDP
  • Highly Desired: Minimum five years of experience as a Project Manager supporting Army Military Intelligence with a Degree from an accredited institution with a strong academic reputation.

Responsibilities

  • Manage tasks, coordinate efficient logistics support, and maintain control mechanisms to ensure operational continuity.
  • Responsible for ensuring timely updates and accuracy across all task activities, personnel travel and leave, facility readiness, financial reporting, contract modifications, and procurement actions.
  • Participate in meetings, briefings, conferences, seminars, progress reviews, and other relevant events as directed by the client.
  • Provide management oversight, offer technical expertise, and contribute to cost analysis discussions.
  • Provide real-time contract and financial information to the KO and COR upon request or as needed to support program oversight.
  • Responsible for delivering an initial Monthly Financial Status Report (MFSR) to the client.
  • Maintain a live dashboard that shall display daily production metrics, operational requirements, and CDRL reporting, enabling real-time review and verification that contract activities are executed in accordance with defined SOPs.
  • Responsible for tracking all Other Direct Costs (ODCs) incurred by contract personnel.
  • Develop and maintain an effective quality control program to ensure services are performed in accordance with the PWS.
