HealthRIGHT 360, a nonprofit organization and a family of programs, is committed to providing accessible and comprehensive healthcare services to vulnerable populations. Our mission is to tackle systemic barriers to healthcare and promote health equity for all. We offer a wide range of services, including mental health care, residential and outpatient substance use treatment, and primary health services. Additionally, we provide transitional support for individuals re-entering the community after involvement in the criminal justice system. By integrating physical and behavioral health, we empower individuals to overcome challenges by addressing social determinants of health, fostering resilience, and facilitating recovery.PRCS, a program of HealthRIGHT 360, partners with the Los Angeles County Probation Department to support individuals released from state prison and supervised in the community. The program provides voluntary, reentry-focused services throughout Los Angeles County, delivered across a range of housing settings including Transitional Housing, Reentry Housing, specialized housing for parents with children, and board-and-care facilities. PRCS services are coordinated by a multidisciplinary reentry planning team comprised of Case Managers, System Navigators, and Service Coordinators. Through referrals from the Probation Department, the team provides individualized support services such as employment readiness and job training, assistance with permanent housing placement, and support with housing-related move in costs. The program works in close collaboration with community-based partners, including healthcare providers, housing advocates, employment resources such as trade union apprenticeship programs, and human services agencies. This coordinated approach supports successful community reintegration, promotes stability and self-sufficiency, and helps recidivism.The Program Manager oversees the daily operations of the program, ensuring effective, compliant, and client-centered service delivery in partnership with the Los Angeles County Probation Department. This role is responsible for program implementation across multiple housing settings, including Transitional Housing, Reentry Housing, specialized family housing, and board-and-care facilities. The Program Manager provides operational leadership, monitors performance and outcomes, ensures contract and policy compliance, oversees data collection and reporting, and collaborates with internal departments and community-based partners to support employment readiness, housing placement, and successful community reintegration, with a focus on improving outcomes and reducing recidivism.

Requirements

  • Option I:o Bachelor’s degree in related field from an accredited institution.
  • Option II:o High school diploma or equivalent plus 5 years of direct work experience with justice involved populations.
  • Valid First Aid and CPR certification or ability to obtain within 30 days of hire.
  • Valid California Driver’s License and access to registered and insured transportation.
  • Minimum of 5 years of supervisory experience, including at least 1 year supervising staff serving criminal justice populations.
  • Demonstrated experience supporting individuals with criminal backgrounds and other barriers to economic self-sufficiency.
  • Experience in performance management, including coaching, performance improvement plans, formal disciplinary actions, and terminations.
  • Experience managing program budgets and allocating resources effectively.
  • Experience and commitment to working with individuals with substance use disorders and cooccurring mental health conditions.

Responsibilities

  • Lead, supervise, and mentor a multi-level staffing structure, ensuring accountability, performance excellence, and professional development.
  • Oversee all aspects of personnel management, including recruitment, onboarding, training, evaluation, discipline, and separation, in collaboration with Human Resources.
  • Assess workforce needs and implement targeted training strategies to strengthen staff capacity and service quality.
  • Foster a collaborative, trauma-informed, and mission-driven work culture.
  • Ensure adequate staffing coverage, manage schedules, and address conflicts or performance concerns promptly and effectively.
  • Facilitate regular staff meetings to communicate expectations, review performance, and address operational and policy updates.
  • Serve as a primary point of contact with the Los Angeles County Probation PRCS Program Manager and Supervising Deputy Probation Officers.
  • Maintain consistent communication with Probation to support service coordination, client engagement, and program alignment.
  • Build and maintain strong relationships with community-based partners to enhance service access, retention, and outcomes.
  • Identify, implement, and scale best practices that improve program effectiveness and reduce barriers to success.
  • Oversee day-to-day program operations, ensuring safety, security, accountability, and service continuity.
  • Coordinate monthly face-to-face case management contacts with clients and schedule/review site visits.
  • Identify program capacity needs to meet the immediate requirements of the target population.
  • Identify, implement, and scale best practices that improve program effectiveness and reduce barriers to success.
  • Coordinate outreach to community resources and county departments to address client primary and ancillary needs.
  • Provide on-call leadership and crisis response, including after-hours and weekend availability as required.
  • Ensure all program activities meet contractual deliverables, regulatory standards, and organizational policies.
  • Develop, implement, and refine systems, policies, and procedures aligned with County contracts and scope of work.
  • Proactively identify operational risks and implement mitigation strategies to ensure program stability and success.
  • Manage and allocate program resources effectively, ensuring fiscal responsibility and operational efficiency.
  • Align program execution with HealthRIGHT 360’s strategic vision and organizational priorities.
  • Provide oversight of service delivery to ensure clients receive all contracted services in accordance with licensing and regulatory requirements.
  • Monitor retention, completion, productivity, utilization, and quality metrics, and implement corrective actions as needed.
  • Oversee admissions, placements, transfers, and discharges to ensure continuity and appropriateness of care.
  • Advocate for client rights and ensure services are delivered in a respectful, ethical, and trauma informed manner.
  • Ensure accurate and timely documentation and oversight of records, including Electronic Health Records (EHR) systems.
  • Ensure full compliance with contractual, regulatory, and documentation requirements.
  • Oversee accurate data collection, service documentation, and timely submission of required reports.
  • Review subcontractor and internal reports for quality, accuracy, and compliance.
  • Conduct regular audits and quality reviews of client records and program performance.
  • Investigate incidents and occurrences, ensure timely resolution, and implement corrective actions.
  • Maintain required certifications, registrations, or licensure, as applicable.
  • Participate in supervision, leadership meetings, and cross-department collaboration.
  • Complete all required trainings and professional development activities in a timely manner.
  • Maintain effective written and verbal communication with internal and external stakeholders.
  • Perform other duties as assigned to support program operations and organizational goals.
