About The Position

The Program Manager to support NCIS ITD’s global IT operations, managing technology services across 160+ sites. The PM serves as the key liaison between NCIS leadership and the contractor team, ensuring all service delivery aligns with mission objectives and contract requirements. Requirements

  • Bachelor’s degree in IT, Computer Science, Business Administration, or related field
  • Minimum of 10 years of professional experience in managing large-scale, complex IT contracts
  • At least 5 years managing federal government or DoD programs
  • PMP Certification
  • Proven leadership in enterprise IT Operations, performance management, financial control, and stakeholder engagement
  • Must demonstrate excellent oral and written communications skills, strong interpersonal and decision-making abilities
  • US Citizenship
  • Clearance requirement : Active Top Secre t

Nice To Haves

  • Master’s degree preferred
  • ITIL v3/v4 Foundation preferred

Responsibilities

  • Serve as the primary point of contact for the Contracting Officer and COR
  • Lead overall program execution , resource allocation, and performance management
  • Oversee quality assurance , cost control, and timely delivery of contractual deliverables
  • Provide risk management and mitigation strategies across functional task areas
  • Coordinate team leads and interface with all government stakeholders
  • Conduct and present at Program Reviews and Interim Progress Reviews (IPRs)
  • Ensure contract compliance with NCIS policies and federal acquisition regulations
  • Support staffing plans, onboarding, and team readiness throughout the PoP
