About The Position

AECOM is seeking a Program Management Senior Manager to lead a Program Team in California, Arizona, New Mexico, or Texas. The role provides senior leadership across a defined geographic area within an overarching program structure, ensuring consistent, efficient, and compliant delivery of multiple concurrent projects. Role Overview The Program Management Senior Manager leads integrated oversight of design, construction, safety, quality, and contractor coordination activities. Operating under the strategic direction of the Program Delivery Director, this position ensures delivery of projects within the assigned geography in alignment with overarching program objectives, delivery frameworks, schedule expectations, and performance standards. Leadership Profile Demonstrated success leading medium to large complex programs—or a defined portion of a larger program—and leading program teams to deliver high performance. Proven experience overseeing design and construction delivery teams and managing contractor performance in fast‑paced environments. Skilled in navigating diverse stakeholder interests, regulatory frameworks, technical challenges, and program risks. Effective communication, decision‑making, and stakeholder management capabilities. Ability to innovate and improve program management methodologies. Familiar with various delivery contract mechanisms such as design/bid/build and design/build. Familiar with concurrent delivery of multiple linier projects such as highway, railway, pipeline, transmission systems. Commitment to ethical and safe work practices.

Requirements

  • BA/BS (or equivalent) in architecture, engineering, project management, or related discipline.
  • 10 years relevant experience or demonstrated equivalency of experience and/or education, including 2 years in program leadership role on multiple linear projects such as highway, railway, pipeline or transmission corridor design and construction.
  • US citizenship is required due to the nature of the work.

  • 5+ years in program leadership role on multiple linear projects such as highway, railway, pipeline or transmission corridor design and construction.
  • Experience working on Federal projects.
  • 15+ years experience on large construction projects.
  • Transportation-related delivery oversight experience
  • Professional Engineering License or equivalent.
  • PMI-PgMP, PMI-PMP, APM-RPP, CMAA-CCM, or equivalent certification.

Responsibilities

  • Direct project management teams within the assigned geography, ensuring integration across contract change management, stakeholder management, program controls, risk management, design and construction oversight quality, and safety. Projects may be in various stages of delivery completion.
  • Serve as the senior geographic interface with clients, authorities, contractors, and community stakeholders; maintain alignment with internal design, construction, safety, quality, controls, and supply chain teams.
  • Oversee integration of project schedules into the overarching program scheduling framework; anticipate and resolve risks, bottlenecks, resource constraints, and delivery barriers.
  • Provide assurance oversight of project teams’ design reviews for technical accuracy, regulatory compliance, constructability, environmental adherence, and compliance with the program’s design governance; oversee the project teams’ value engineering and constructability review efforts.
  • Provide leadership and direction to project teams conducting construction surveillance, quality assessments, installation verification, and safety compliance; assure accurate and timely reporting and escalation of significant issues.
  • Oversee the project teams’ contractor performance across all projects, driving adherence to contractual, technical, and schedule requirements.
  • Promote a proactive culture of safety and quality and collaborative communication between projects and between Program leadership and each project.
  • Assure project managers’ oversight of commissioning and activation to meet performance and readiness requirements and timely completion of turnover documentation and closeout packages.
  • Contribute to program management workforce development, including identifying talent gaps and proposing resourcing and skill‑development plans. Support project managers’ resource acquisition, mobilization, management, and demobilization.
