About The Position

UNC Horizons Program seeks a full-time, three-year, time-limited onsite Senior Manager for the perinatal outpatient substance use services for women and children enrolled in Outpatient-based Perinatal SUD and Transitional Housing services. The purpose of this position is to provide on-site leadership to support evaluation and substance use services caring for women and infants impacted by substance use, justice-involvement and child welfare histories. The onsite Senior Manager is responsible for overseeing clinical operations, program administration, and evaluation activities to ensure the delivery of high-quality, evidence-based services among women enrolled in outpatient services. The Senior Manager provides administrative leadership and works closely with the Project Directors and Leadership, to ensure that outpatient-based services operational and clinical needs are consistently met, and ensures accountability to state and federal funders through data-driven monitoring, reporting, and continuous quality improvement. Program Administrative and Evaluation (75%): Serving as the onsite Senior Manager at the OP office, this role is responsible for the day-to-day operational oversight of outpatient services. Key responsibilities include: Providing evidence-based training and administrative supervision to behavioral health staff serving justice-involved women with SUDs and child welfare involvement Collaborating closely with Faculty and Program Managers to ensure clinical, operational, and staffing needs are consistently met, and to support alignment between program implementation, service delivery, and funder expectations Leading database development, data monitoring, and data integrity efforts to support program evaluation and continuous quality improvement Preparing and submitting qualitative and quantitative outcome reports for state and federal funders Designing and leading evaluation and quality improvement initiatives to strengthen clinical services, internal policies and procedures, and program effectiveness Utilizing cost-analysis and efficiency approaches to inform service delivery, workforce development, and sustainability planning Supporting the development and retention of a skilled, trauma-informed behavioral health workforce Clinical Leadership and Direct Services (25%): The remaining portion of the role focuses on clinical oversight and selective direct care to ensure clinical excellence across outpatient services, including: Conducting or reviewing clinical assessments to determine appropriate levels of care, including ensuring appropriate referrals to the outpatient and transitional housing program Leading weekly clinical team meetings, case consultations, and treatment planning discussions Providing clinical guidance and support to behavioral health staff to address complex client needs Supporting fidelity to evidence-based and gender-responsive treatment models

Requirements

  • Provisional or full clinical license ( LCSW , LCAS , LCMHC , LMFT , LCSWA , LCASA , LMFT -A)
  • Must have experience related to behavioral health services, preferably substance use disorder treatment
  • Must be proficient in Microsoft Office
  • Strong interpersonal and organizational skills
  • Must be knowledgeable of the impact of trauma, stigma, substance use, and incarceration among pregnant, parenting, and single women
  • Must be able to develop strong partnerships with community agencies
  • Must have a valid driver’s license

Nice To Haves

  • Master’s degree in social work from an accredited school of social work
  • Master’s degree in counseling in a human services field and one year of social work or counseling experience
  • Experience working with pregnant, parenting, and single women impacted by substance use, trauma, incarceration
  • Experience providing trauma and gender-responsive treatment
  • Experience with project management and staff supervision
  • Understanding of the medical model of addiction (addiction medicine) and biopsyhosicalspiritual framework of addiction treatment (social work/human services field)
  • Ability to build rapport and relationships with individuals, families, and communities
  • Experience with the addictive disorder section of the DSM -5, assessing and diagnosis addictive disorders, and the ability to diagnoses mental health conditions or collaborate with medical providers to inform a mental health diagnosis
  • Experience with understanding consent to treatment or services, data collection, quality assurance, data security, reviewing protocols or programming
  • Experience in working within an interdisciplinary team and/or training/leading behavioral health professionals ( PSS , QP, case managers, paraprofessionals, etc.)
