About The Position

This role is for a Program Manager to lead a task-order-based program supporting a critical U.S Treasury office. This position will support FinCEN’s IT strategic mission goals. These services can include task order(s) for architecture, project management, systems integration, testing, infrastructure development and support, tier 2 support, SW development, AI, SalesForce development, cyber, training, policy support, intelligence analysis support, and implementation support. The successful candidate will demonstrate success in managing a program valued at $100m+, managing diverse stakeholders within a Federal government entity, having a technical background with enterprise-level COTS products, and having led employees, subcontractors, and the full span of P&L and risk management.

Requirements

  • Master’s Degree in Business Administration, Computer Science, or a similar Information Technology Field.
  • 12 years minimum managing IT operations to include: SW development, systems architecture, infrastructure development and management, SalesForce engineering processes and enhancement, AI/ML integration, SLA based tasks, and the vision and ability to help guide the client on their IT modernization path.
  • Written and verbal communication skills, including presentation development to Senior Ranking Government officials.
  • Minimum of 7 years of experience with the management of Government contracts
  • Project Management Professional (PMP)
  • Demonstrated success in working with clients for on-contract business growth
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel
  • Demonstrated experience leading a task-order-based IDIQ or BPA and responding successfully to task order requests
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
  • Active Secret clearance (ability to obtain a Top Secret clearance)

Responsibilities

  • Oversee the application development to quickly address changing regulations and federal policies
  • Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order to ensure that the delivery of information resources supports risk-based transportation security.
  • Lead the support of the transformation to a customer-centric business model with technology that empowers decision-making, embeds cybersecurity as a mission enabler, and is responsive to the evolving workforce.
  • Manage an Integrated Master Schedule for the tracking and reporting of projects (e.g., cloud computing, cybersecurity, and data analytics) and operations and maintenance activities, and dashboard development.
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff are adequate for meeting the deliverables.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
