POSITION SUMMARY The Program Manager plans and directs services and activities of the statewide Living Life Tobacco Free program in collaboration with department leadership. The Program Manager is the lead contact with the CT Department of Public Health to provide required reports, meet deliverables and timelines. The Program Manager facilitates the statewide black adult community coalition addressing tobacco use prevention and cessation. This position manages staff ensuring optimum performance and maintains procedures for operating efficiently and effectively.

Requirements

  • BA/BS degree required, Masters degree preferred.
  • At least three years of experience in the field with a proven track record of progressively responsible experience in project management.
  • Experience working with and a deep understanding of the needs, strengths, and cultural contexts of Black communities in relation to tobacco and smoking.
  • Excellent communication skills, both written and verbal, fostering collaboration across teams.
  • Strong leadership capabilities with a focus on motivating and guiding diverse groups.
  • Knowledge of tobacco prevention and cessation methods and best practices related to the project required.
  • Expertise in social media, health promotion and marketing required.
  • This position requires some schedule flexibility including occasional weekends and evenings.
  • Must hold a valid driver’s license.
  • Current Tobacco Treatment Specialist and Freedom from Smoking training (or willingness to become certified).

Responsibilities

  • Directs all aspects of the Living Life Tobacco Free program to meet the project goals and the expectations of the funder in collaboration with department leadership.
  • Acts as liaison with the funder and key stakeholders providing consistent communication between department leadership, program staff and these stakeholders.
  • Creates a data system to track program activities and provide accurate and timely reports.
  • Maintains accountability for the achievement of program(s) goals and staff compliance with organizational goals and deadlines (e.g., certifications, training, standards).
  • Develops and implements a communication plan to sustain effective coalitions to address tobacco prevention and cessation in identified communities.
  • Determines staffing requirements, hires and trains new staff, and supervises staff according to overall policy.
  • Conducts effective performance evaluations, sets goals and objectives, and monitors performance.
  • Identifies and suggests areas for improvement in internal processes along with possible solutions.
  • Manages all aspects of contracted prevention, recovery and training coordination services while maintaining positive relationships with program funders.
  • Develops and monitors program budgets.
  • Develops and implements a strategic plan for assigned prevention, recovery and training coordination services.
  • Provides leadership in the ongoing design and growth of prevention, recovery and training coordination programs.
  • Maintains a current knowledge of best practices and research related to recovery and prevention topics.
  • Develops and maintains holistic knowledge of populations being served including cultural, ethnic, sexual orientation, gender differences, and differing abilities.
  • Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
