CGI Federal is seeking a strategic and mission-driven Program Manager to lead a high-impact initiative supporting a mission critical program for a U.S. government agency. This program is central to modernizing bank supervision systems. As Program Manager, you will be the driving force behind aligning Agile delivery teams, managing risk, and delivering secure, defect-free systems that support the agency's mission. This position is located in our Fairfax, VA office; however, a hybrid working model is acceptable. Your future duties and responsibilities: . Serve as the single point of contact for all contract-related matters, with full authority to commit resources and make binding decisions. . Provide comprehensive oversight of contractor personnel and activities, ensuring alignment with the client's strategic objectives. . Lead program and project planning, execution, and reporting across Agile teams—ensuring coordination, dependency management, and value delivery. . Manage contractor resources to ensure skillsets, experience, and performance align with evolving mission needs. . Identify and resolve program-level impediments and risks; drive continuous improvement and Agile maturity. . Ensure transparent, timely, and accurate reporting of all program activities, including performance metrics, risk status, and deliverable tracking. . Translate complex data into actionable insights to support client decision-making. . Maintain a continuous on-site presence and proactively engage with Government stakeholders.

  • 10–15 years of experience planning, initiating, and managing large-scale IT programs.
  • Proven experience managing Agile programs and leading cross-functional teams in secure, regulated environments.
  • Demonstrated success managing programs with high availability, security, and modernization goals.
  • Strong background in resource management, including aligning personnel capabilities with mission objectives.
  • Experience with DevSecOps implementation and Agile value stream optimization.
  • Proficiency in risk management, quality assurance, and stakeholder engagement.
  • Excellent written and oral communication skills, including experience briefing senior Government officials.
  • Proficiency with Azure Boards or equivalent tools (e.g., Jira, Atlassian, Confluence).
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related technical field.
  • Master's degree in a related technical or business discipline.
  • Experience deploying large-scale hardware/software enhancements across distributed environments.
  • Familiarity with modern infrastructure and network management technologies.
  • Experience supporting federal financial regulatory agencies or banking supervision systems.
  • Project Management Professional (PMP) certification
