About The Position

Reporting to the Director of Workforce Development, the Workforce Development Program Manager works on the Workforce Development Team supporting Care Pathways. The Workforce Development Program Manager supports workers in Oregon homecare, skilled nursing facilities, other long-term care settings as they navigate training, certification, job placement, and career growth in order that workers can thrive in their careers. The Workforce Development Program Manager is part of a team of professionals who help deliver support and facilitate career guidance for participants throughout the duration of their training program from recruitment to employment. This position is also responsible for coordinating with the Workforce Development Team to lead the Licensed Practical Nurse Program and lead a team that enables the workforce development department success in areas of financial stewardship, board governance, IS systems, and department operations. While each RISE employee is assigned to a specific team, we operate within a collaborative shared services model that encourages cross-departmental support. Some employees contribute to multiple teams, allowing us to leverage resources more efficiently. This structure enables our staff to focus on delivering high-impact programs that advance our mission, ensuring every resource is used strategically to drive meaningful change.

Responsibilities

  • Lead the Licensed Practical Nurse Program and develop ongoing program enhancements
  • Collaboration with the Partnership Engagement Team to develop new LPN Program partners
  • Provide operational leadership for workforce development programs, ensuring high-quality, compliant, and scalable program delivery.
  • Lead the development, implementation, and continuous improvement of operational workflows and standard operating procedures (SOPs).
  • Ensure consistent and compliant execution of operational workflows across teams and programs.
  • Align operational practices with Board policies, regulatory standards, and internal governance requirements.
  • Anticipate future operational needs, risks, and trends and develop forward-looking strategies and implementation plans.
  • Use data and performance metrics to drive continuous improvement.
  • Ensure accountability for program outcomes and operational excellence.
  • Represent the program in cross-departmental initiatives and leadership forums.
  • Support strategic planning, priority setting, and operational execution.
  • Lead special initiatives and transformation projects as assigned.
  • Act as escalation point for complex operational issues.
  • Partner with the Director and finance staff to ensure alignment between program operations, budgets, funding requirements, and organizational priorities.
  • Support financial stewardship, including budget preparation, operational modeling, forecasting, and expense monitoring.
  • Support development of program budgets for grants and other funding opportunities.
  • Recommend operational adjustments to address financial risks and funding constraints.
  • Ensure that operational decisions reflect financial sustainability, funding compliance, and long-term viability considerations.
  • Define, monitor, and report on performance metrics for program operations and service delivery.
  • Use financial and performance data to inform work on strategic planning, resource allocation, and continuous improvement.
  • Support Board governance by providing accurate, timely, and decision-ready financial and operational reporting.

  • Monitor accurate and timely data input that ensure accurate source data.
  • Develop systems, process workflows and reporting requirements for performance metrics for operational success and board governance.
  • Defines program reporting needs and leads the delivery of accurate and timely reporting.
  • Connect team members to RISE’s mission and values, reinforcing purpose, belonging, and alignment with organizational goals.

  • Monitor regulatory, workforce, and credentialing trends and lead updates to program strategy, systems, and practices.
  • Provide subject matter guidance to staff, partners, and leadership on workforce pathways, training standards, and advancement opportunities.
  • Support development and refinement of career pathway frameworks, tools, and resources to strengthen participant progression and workforce outcomes.
