About The Position

We are seeking an experienced, technically adept Program Manager (PM) to lead the delivery of operations, maintenance, and enhancement services for a US Treasury client. This individual will serve as the primary customer-facing lead, overseeing contract execution, managing a cross-functional technical team, providing direct IT services per the scope of the contracts ensure compliance with Treasury IT requirements, and contributing technical and functional expertise to support future business development efforts. This is a hands-on leadership role ideal for a PM with technical depth in agile, application development, and cybersecurity who thrives in an agile, mission-focused environment and is excited to help grow the program footprint. The ideal candidate will also have experience supporting business growth efforts (capture and proposals) and have relationships within the Federal government. This is primarily a remote position, but the employee is expected to visit corporate HQ in Tysons, VA, as needed. The employee should be local to the Washington DC area.

Requirements

  • US Citizenship
  • 10+ years of program/project management experience, including at least 3–5 years supporting federal IT systems (US Treasury preferred)
  • Proven track record in managing complex government contracts.
  • Demonstrated experience successfully managing client relationships
  • Demonstrated experience managing employees (performance management and mentoring)
  • Strong technical understanding of: Application development frameworks (e.g., .NET Core, Angular, Blazor, JavaScript)
  • Strong technical understanding of: Cybersecurity compliance (e.g., ATO, STIGs, IAVA)
  • Strong technical understanding of: Bank regulations and their impact on requirements for SW systems
  • PMP certification (or equivalent)
  • Experience working within Agile, Scrum, or similar delivery frameworks
  • Excellent communication skills, with the ability to engage technical and non-technical stakeholders, lead customer interactions, and prepare executive-level briefings

Nice To Haves

  • Prior experience in a technical leadership role (e.g., Solutions Architect, Lead Engineer) in addition to management
  • Experience contributing to federal proposals, business development activities, and/or overseeing organic on-contract growth
  • Demonstrated success in leading a complex SW development program with multiple dependencies and supporting a mission-critical system
  • Familiarity with US Treasury and affiliated departments/offices

Responsibilities

  • Serve as the primary point of contact with the Government’s COR, KO, and Technical Points of Contact (TPOCs)/Workstream Leads.
  • Provide leadership and oversight for all contract activities, ensuring delivery of program objectives, milestones, and deliverables per the Performance Work Statement (PWS)
  • Lead and manage a multidisciplinary technical team, including solution architects, software engineers, business analysts, system engineers, and test engineers
  • Collaborate with technical teams to optimize system performance, ensure cybersecurity compliance, and implement software enhancements.
  • Manage scope, schedule, risks, and resources, using Agile and iterative project management practices
  • Participate in technical discussions, design reviews, and solutioning as needed
  • Support business development by identifying growth opportunities on contract, contributing to proposals, and participating in customer briefings or demonstrations
  • Prepare and deliver project status reports, cost tracking, risk mitigations, and progress metrics to internal leadership and government stakeholders
  • Ensure adherence to program quality, security, and compliance standards, including overseeing deliverables such as SSP updates, and testing artifacts
  • Ensure all personnel meet training and certification requirements
  • Manage all P&L aspects of the project and work with corporate management on risk management and business growth activities
  • Responsible for the performance management of all staff
  • Responsible for developing and maintaining relationships with key client stakeholders
