About The Position

The School-Based Health Center (SBHC) Program Manager provides dedicated leadership, operational oversight, and strategic direction for all RAHC school-based health center activities. This position is assigned solely to SBHC operations and ensures uniform implementation, high-quality care delivery, compliance with grant and regulatory requirements, strong school-community partnerships, and continuous performance improvement. The Program Manager ensures that all SBHC sites operate with consistency, fidelity to program design, and alignment with RAHC’s mission to improve access to high-quality, integrated health care services for the communities we serve.

Requirements

  • Bachelor’s degree required (Public Health, Health Administration, Nursing, Social Work, Education, or related field).
  • Minimum 3–5 years of experience in health care program management, public health, school health, or community-based health programs.
  • Experience with grant-funded programs and performance reporting required.
  • Strong data analysis and reporting skills.
  • Familiarity with EHR systems and performance dashboards.
  • Demonstrated ability to build partnerships and manage multi-site programs.
  • Strong written and verbal communication skills.
  • Ability to lead quality improvement initiatives.
  • High level of organizational skill and attention to detail.

  • Travel between school sites required.

Nice To Haves

  • Master’s degree preferred (MPH, MHA, MBA, MSW, or related discipline).
  • Experience working with school systems or youth-serving organizations preferred.
  • Experience in FQHC or integrated care settings strongly preferred.
  • Knowledge of HRSA FQHC operational standards and compliance requirements preferred.

Responsibilities

  • Ensure Program Uniformity and Quality Establish, implement, and monitor standardized protocols, workflows, and service delivery models across all SBHC locations.
  • Develop and maintain SBHC policies and procedures consistent with HRSA, DBHDS, FTCA, and RAHC standards.
  • Conduct regular site reviews to ensure operational consistency and quality performance.
  • Collaborate with Medical, Behavioral Health, and Nursing leadership to maintain clinical standards and evidence-based practices.
  • Ensure equitable, student-centered service delivery regardless of school location.
  • Identify workflow inefficiencies and implement corrective action plans.
  • Strengthen Data Collection, Reporting, and Continuous Quality Improvement Oversee all SBHC data collection systems to ensure accuracy, completeness, and compliance with DBHDS and other grant requirements.
  • Monitor key performance indicators including utilization, access, outcomes, student engagement, and referral tracking.
  • Generate regular performance dashboards and grant reports.
  • Serve as primary lead for SBHC-related reporting submissions.
  • Ensure data integrity within the electronic health record (EHR) and collaborate with Quality & Compliance for audit readiness.
  • Lead SBHC quality improvement initiatives based on data trends and stakeholder feedback.
  • Support UDS-related reporting as applicable to SBHC services.
  • Serve as Central Liaison for School and Community Partners Act as the primary point of contact for school administrators, counselors, nurses, and district leadership.
  • Strengthen collaboration with community partners including social services, behavioral health agencies, and local health systems.
  • Facilitate regular stakeholder meetings and communication updates.
  • Support coordination of care between SBHC providers and external providers when appropriate.
  • Represent RAHC at school board meetings, community events, and related forums as needed.
  • Promote Program Awareness and Utilization Develop and implement outreach and engagement strategies to increase student enrollment and utilization.
  • Lead educational presentations for students, families, faculty, and community organizations.
  • Collaborate with RAHC marketing to develop culturally appropriate communication materials.
  • Monitor utilization trends and adjust outreach strategies accordingly.
  • Promote understanding of SBHC services as integrated, accessible, and confidential health resources.
  • Operational and Administrative Oversight Supervise SBHC program staff as assigned (clinical and/or support personnel as applicable).
  • Participate in recruitment, onboarding, training, and performance evaluations.
  • Oversee SBHC budgets in collaboration with Finance and Grant Management.
  • Ensure compliance with federal, state, and local regulations.
  • Coordinate scheduling, space utilization, and equipment needs at each school site.
  • Ensure readiness for audits, grant monitoring visits, and compliance reviews.
  • Program Development and Expansion Support implementation of new SBHC sites or service expansions.
  • Assist in grant writing, renewals, and program sustainability planning.
  • Identify funding opportunities and strategic growth initiatives.
  • Develop sustainability strategies aligned with value-based care and community needs.
