About The Position

The Program Manager, Response Operations ensures OPHP has the staffing, volunteer capacity, and operational support needed to respond effectively to emergencies affecting public health. This role manages emergency redeployment systems and oversees the Boston Medical Reserve Corps (MRC), including volunteer onboarding, training coordination, credentialing, and deployment logistics. The Program Manager provides hands-on operational support during Medical Intelligence Center (MIC) activations, maintains readiness logistics and response resources, supports incident documentation and communications workflows, and assists with training and exercises in coordination with OPHP’s planning staff. The Program Manager is expected to serve as a primary daytime MIC Duty Officer, as assigned, and works under the direction of the Senior Program Manager of Response Operations, who maintains overall situational awareness and escalation to senior leadership. The role works in close coordination with the Senior Program Manager, the Senior Planner, and OPHP leadership to ensure staffing, volunteer, and response operations functions are fully integrated into the City of Boston’s public health and emergency response framework.

Requirements

  • Ability to operate effectively in fast-paced, evolving emergency response environments while maintaining attention to detail and adherence to established protocols.
  • Strong operational and organizational skills, with the ability to manage multiple tasks, priorities, and deadlines during routine operations and emergency activations.
  • Demonstrated ability to support emergency staffing, volunteer management, and deployment operations, including coordination of personnel, logistics, and documentation.
  • Ability to serve as a Medical Intelligence Center (MIC) Duty Officer, including monitoring incoming information, managing communications, documenting activities, and escalating issues appropriately.
  • Working knowledge of emergency operations center (EOC/MIC) functions, incident management structures, and response workflows
  • BA/BS preferred; OR High School diploma/GED and 4+ years of relevant experience in emergency management, public health, or community-based organizations.
  • Must complete MIC Duty Officer training and participate in the Duty Officer rotation
  • (including nights/weekends) and provide daytime DO coverage as assigned.
  • Must carry a department-issued cell phone to support duty officer and emergency response responsibilities.
  • Excellent organizational, project management, and communication skills.
  • Advanced MS Office skills required.

Nice To Haves

  • Experience managing staff or volunteers strongly preferred.
  • Knowledge of emergency staffing systems and/or volunteer programs preferred.
  • Familiarity with Boston neighborhoods preferred.

Responsibilities

  • Serve as a primary Medical Intelligence Center (MIC) Duty Officer during daytime operations, with additional night and weekend coverage on a rotating basis, to ensure continuity of MIC operations and situational awareness.
  • Support MIC situational awareness and activation functions by monitoring information sources; drafting advisories and situation reports; and assisting with setup, staffing coordination, logistics, and maintenance of incident documentation for planned and unplanned events.
  • Support onboarding, training, shadowing and readiness of MIC Duty Officers in coordination with the Senior Program Manager of Response Operations.
  • Provide first-line operational support for MIC and response tools, systems, and job aids, including basic troubleshooting, documentation upkeep, and escalation of complex issues to the Senior Program Manager or Associate Director as needed.
  • Maintain operational readiness logistics, including response equipment, supplies, checklists, deployment materials, and response supply caches; conduct routine readiness checks and escalate identified gaps.
  • Support field operations and deployments during events and activations, including community events, vaccination clinics, and other response operations, by assisting with staffing coordination, logistics, and on-site operational support as assigned.
  • Support emergency staffing and redeployment protocols for BPHC during emergency operations, including coordination with OPHP leadership to meet operational staffing needs.
  • Oversee day-to-day operations of the Boston Medical Reserve Corps (MRC), including recruitment, onboarding, credentialing, training coordination, retention, and deployment logistics. Track deployment, staffing, and training data; prepare reports, grant deliverables, and briefing materials.
  • Build and maintain partnerships with volunteer agencies and community organizations to strengthen surge staffing and volunteer capacity.
  • Support the implementation and maintenance of the Action Coordination Team (ACT) in coordination with the Senior Planner, including recruitment of cross-bureau members, coordination of emergency management training, and maintenance of deployment readiness.
  • Provide logistical and operational support for OPHP-led trainings, exercises, and drills, including staffing coordination, materials preparation, and execution support in coordination with Planning team.
  • Represent OPHP at meetings and events related to response operations, emergency staffing, and volunteer management as assigned.
  • Participate in trainings and professional development opportunities to enhance emergency preparedness, response, and recovery capabilities.
  • Perform other duties as assigned.
