Title: Program Manager/Project Manager Location: Remote or Washington DC Program: Federal Railroad Administration (FRA) Determine and define project scope and objectives Oversee business process improvement analysis and project management support for FRA Coordinate tasks and review work products for completeness, quality, and adherence to customer requirements and Quality Control Plans (QCPs) Oversee and provide support for technical writing, website and graphics Development for FRA. Meet the requirements of all work with a focus on client and customer service, as well as monitor and proactively manage Contract requirements. Developing and implementing Standard Operating Procedures (SOPs) and business process improvements. Efforts may also include assisting in defining scope, developing plans, timelines, tracking action items and their resolution, and assessing workforce distribution requirements Coordinate tasks and review work products for completeness, quality, and adherence to customer requirements and Quality Control Plans (QCPs) Predict resources needed to reach objectives and manage resources in an effective and efficient manner Define, research, analyze, document, and recommend best business practices process solutions, guidance, legislation, protocols, policies, and integrated tools. Develop and implement change management, marketing, and communication strategies. Collect, maintain, and analyze data for trends. Prepare budget based on scope of work and resource requirements Track project costs in order to meet budget Develop and manage a detailed project schedule and work plan Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables Utilize industry best practices, techniques, and standards throughout entire project execution Monitor progress and make adjustments as needed Measure project performance to identify areas for improvement
