About The Position

Under the supervision of the Program Director, the Program Manager is responsible for the day-to-day program needs and directs nurses, counselors and administration staff to best understand and serve the participants undergoing treatment for opioid addiction. The Program Manager is responsible for the overall performance of the NEXA clinic and allocated grants.

Requirements

  • Must be familiar with DHS regulations (2060 & 2090), DMS-V, and ASAM placement criteria.
  • Knowledge of MS Office applications.
  • Excellent supervisor skills (i.e., team building and coaching skills, with the ability to lead, encourage and train staff).
  • Proficient in communicating accurately and effectively in both verbal and written correspondence, predominately English.
  • Must be knowledgeable and able to utilize group dynamics.
  • Flexible to adapt to schedules and workload to the needs and demands of the program.
  • Possession of a valid Illinois driver’s license and willingness to use personal vehicle in course of employment.
  • H.A.S. requires all staff to work onsite.
  • Understanding of clinic operations, with significant amount of time working in the field of substance abuse.
  • Must have knowledge of Illinois DUI laws and familiarity with SAMMS software.
  • Must have knowledge in the areas of clinical treatment with demonstrated organizational and leadership skills with the ability to supervise and manage personnel.
  • Must be competent with ASAM placement criteria and DSM-V diagnoses standards.
  • Must have an understanding of HIPAA, Federal, State & CARF standards & regulations.
  • Strategic thinker to be able to recommend alternative solutions, execute and monitor.
  • Self-starter, able to work autonomously and generate ideas and benefits for the Company.
  • Customer service focused, eager and energetic.
  • Excellent interpersonal and communication skills, effective in both verbal and written correspondence.
  • Must have a high degree of ethical decision-making skills needed to handle spontaneous crisis and relapse intervention requiring advance degree of professionalism and proper due diligence with follow up interventions and documentation.
  • Must have clinical and training experience in substance abuse and MISA (mental health) and familiarity with the managed care environment.
  • Must be IAODAPCA certified and maintain CADC active.
  • Bachelor’s degree in human or social sciences, or social work or from a regionally accredited educational institution which has U.S. Department of Education approval.
  • Must have at least two (2) years management experience in the substance abuse field.
  • Multiple (1-2) years of experience as an administrator of a clinical program.
  • Must have at least three years of counseling experience in the substance use field, Medication Assisted Program/Opioid Treatment Program preferred.
  • Must be Certified by ICB- Illinois Certification Board, Inc.

  • Bilingual (Spanish/English) preferred and have a thorough understanding of social and cultural patterns of Hispanics and other minorities.
  • Master’s degree preferred.

Responsibilities

  • Supervises and assists staff in clinical matters and other programmatic responsibilities.
  • Participates in the interviewing, hiring, training clinic staff and interns.
  • Evaluates, manages, counsels and makes recommendations for termination of staff.
  • Identifies program needs and communicates with the Program Director.
  • Manages NEXA clinic operations to budget/planned results.
  • Provides direction to clinic personnel and relays company mandates, goals and objectives to program staff.
  • Maintains participant records in accordance with agency standards.
  • Works closely with staff via regular supervision to ensure the completion of performance goals, by conducting weekly supervision and hosting monthly team meetings.
  • Communicates with and ensures compliance with the various regulatory bodies (SAMHSA, DEA, CARF, SOTA, HIPAA, etc.); manages preparation of various federal, state & local applications, filings, licensure, permits, approvals, audits, etc.
  • Identifies cost-saving opportunities, operational efficiencies, etc., and implements them.
  • Assists with partnering opportunities, linkage/support agreements and other critical relationships to drive census growth & meet regulatory requirements.
  • Develops, monitors and provides reports on key performance indicators of clinic measures and reacts accordingly
  • Works closely with NEXA Medical Director, Psychiatric consultant, as applicable, QA/QI activities in a variety of areas including, but not limited to – compliance with federal & state rules, laws & regulations; compliance with CARF, performance improvement initiatives, productivity goals, quality participant care, customer service, operational enhancement, growth of participant census, contractual requirements, standardization & conformity, best practices and plans for continuous improvement.
  • Maintains familiarity with OTP federal & state laws, regulations, etc. and the application of such.
  • Maintains familiarity with CARF standards and the application of such.
  • Maintains and updates policy & procedure manual and clinic operations manuals and procedures.
  • Serves as a clinic resource and provides or arranges for clinic training as requested/necessary.
  • Grows program operations (responsible for new grants/expansion of programs/expanding service hours/expansion of NEXA hours).
  • Signs documentation of non-licensed staff.
  • Maintains patient, employee and company confidentiality.
  • Attends and participate in annual agency meetings, and fund-raising efforts.
  • Provides training, as needed, for staff.
  • Other tasks as assigned.
