Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing. GRADE 22 This position offers a salary range of $97,972 - $118,376/annually, with potential for advancement up to $152,528 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $118,376/year. The Deputy Director of Business Lending conducts advanced financial and risk analysis for the Maryland Department of Housing and Community Development (DHCD) Division of Business Development (DBD). The incumbent reviews and interprets complex financial, construction, and project documentation to determine eligibility, feasibility, and risk for business lending, investment, and grant programs supporting small business owners and commercial real estate development throughout Maryland. Duties include underwriting and risk assessment for DBD programs, including but not limited to Neighborhood Business Works (NBW) loans and grants, credit enhancements, and State Small Business Credit Initiative (SSBCI) loans and investments; preparing risk analysis reports for management, auditors, and stakeholders; and monitoring fund disbursements to ensure compliance with applicable State and federal laws, regulations, and program policies. Additional responsibilities include maintaining program databases and preparing reports; assisting with program administration, marketing, and outreach; and monitoring online applications and inquiries. The position provides technical expertise, supports short- and long-range operational planning, and plans, assigns, reviews, approves, and evaluates the work of Lending and Risk Analysts and related support staff.
