As a Program Manager III with a strong focus on recruitment and global mobility, this role supports Cleveland Clinic's international expansion initiatives. It oversees end-to-end international caregiver relocation and assignment programs, serving as the primary point of contact for caregivers before, during, and after their international assignments. The position integrates recruitment, HR, employee relations, policy alignment, and logistical coordination into a single, highly complex function, supporting confidential international projects, including assignments in the Middle East. This role provides valuable experience supporting Cleveland Clinic's international growth, hands-on ownership of international caregiver relocation and assignments, building skills in global mobility, recruitment, HR, and logistics. Overall, the position enhances professional credibility and supports future career growth in global and leadership roles. A caregiver in this position works a flexible schedule on-site with start times at 7:00 a.m. Monday - Friday at the Administrative Campus Beachwood, Ohio location. Hours may vary due to supporting international time zones. Must have the ability to float to other CCF locations as needed.

Requirements

  • Bachelor's Degree in Business Administration, Healthcare Administration or related field and 5 years of related experience OR Master's Degree and 4 years of experience
  • Recruitment, HR, program management, or mobility-related work
  • Ability to manage complex, multi-stream programs independently
  • Ability to travel to other Cleveland Clinic campuses as needed

Responsibilities

  • Manage implementation and ongoing maintenance of international assignment and relocation programs.
  • Serve as the single point of contact for international assignees and transfers.
  • Handle full relocation lifecycle: Pre-assignment preparation, relocation logistics, compensation packages and allowances, ongoing caregiver support while abroad, repatriation and return-to-work processes
  • Align Cleveland Clinic policies with international locations while maintaining compliance.
  • Assist with year-end close and tax compliance related to international assignments.
  • Participate in budget planning and monitoring.
  • Build and manage international recruitment pipelines for clinical roles (staff and non-staff) and non-clinical roles
  • Manage full-cycle recruitment for international positions.
  • Screen, interview, and “sell” international opportunities to candidates.
  • Plan and execute recruitment and staffing events.
  • Develop strategic recruitment plans based on anticipated program needs.
  • Provide ongoing HR support to caregivers on international assignment.
  • Investigate complex HR, employee relations, and mobility issues and recommend solutions.
  • Manage caregiver repatriation, including position management and Workday transactions.
  • Support contract management for international and contract staff.
  • Develop and maintain systems, processes, and best practices to optimize program efficiency.
  • Manage vendors supporting international relocation and mobility.
  • Act as liaison between internal departments and external partners.
  • Serve as a coach and mentor to other team members.
