About The Position

The Program Manager is responsible for the overall management, coordination, and compliance of the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) programs at Bay Area Rehabilitation Center (BARC). This position provides leadership and oversight to the ISS program, case managers, and the billing coordinator to ensure quality services, regulatory compliance, and efficient program operations. The Program Manager ensures services are delivered in accordance with Texas Administrative Code (TAC), HHSC requirements, and BARC policies.

Requirements

  • Bachelor’s degree in social services, human services, psychology, business, or a related field (Master’s preferred).
  • Minimum of three (3) years of experience in IDD services.
  • At least two (2) years of experience in HCS and/or TxHmL programs.
  • Prior supervisory or management experience required.
  • Knowledge of Texas Administrative Code (TAC) and HHSC program requirements.
  • Strong leadership and staff management abilities.
  • Excellent organizational and problem-solving skills.
  • Knowledge of compliance, documentation, and program regulations.
  • Effective communication with staff, families, and external partners.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to travel to program sites and host homes as needed.
  • Ability to review records, supervise staff, and participate in meetings.

Nice To Haves

  • Experience managing ISS or day habilitation programs.
  • Experience with billing, authorizations, and service utilization.
  • Experience preparing for or participating in HHSC surveys.

Responsibilities

  • Manage daily operations of the HCS and TxHmL programs.
  • Ensure all services are delivered in compliance with TAC, HHSC, and program standards.
  • Oversee the Individualized Skills and Socialization (ISS) program.
  • Monitor service delivery, staffing, and program quality indicators.
  • Supervise and support case managers and the billing coordinator.
  • Provide coaching, performance feedback, and annual evaluations.
  • Ensure staff complete required training and maintain certifications.
  • Assist with recruitment, hiring, and onboarding of program staff.
  • Ensure timely completion of Person-Directed Plans (PDPs), Implementation Plans, and required documentation.
  • Conduct regular internal audits of client records and service delivery.
  • Prepare for and participate in HHSC surveys, audits, and desk reviews.
  • Implement corrective actions when compliance issues are identified.
  • Work with the billing coordinator to ensure accurate and timely billing.
  • Monitor authorizations, service utilization, and program budgets.
  • Review reports to ensure the financial sustainability of the program.
  • Serve as the primary point of contact for HHSC, service coordinators, and external partners.
  • Collaborate with clinical staff, including the contract RN.
  • Address client, family, and stakeholder concerns in a timely and professional manner.
