The Program Manager (General & Operations Manager) shall provide life-cycle acquisition management support and sustainment of daily program operations, supporting the Air Force Research Laboratory at Wright-Patterson AFB (WPAFB).

Requirements

  • Bachelor’s degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited Engineering program.
  • 7+ years’ experience and at least 5+ years of project engineering experience (OR)
  • Master’s degree in engineering from an ABET-accredited Engineering program with at least 5+ years of project engineering-related experience.
  • 10+ years of experience in managing a government contract.
  • PMP certification required.
  • Must be a U.S. citizen.
  • Secret Clearance required to start.
  • Knowledge, Skills and Abilities: Excellent written, verbal, and interpersonal skills required with the ability to interact with all levels of staff, government personnel, and management.
  • Must be able to work nights, weekends, and holidays as required.
  • Advanced working knowledge of computer software applications, including Microsoft Office Suite, Outlook, Excel, and PowerPoint.
  • Ability to multi-task in a performance-based environment.
  • Ability to provide continual attention to detail in composing contract deliverables and required reporting.
  • Ability to establish priorities and meet established deadlines.
  • Ability to comply with applicable codes and standards of contract.
  • Ability to pass customer security requirements required.
  • Ability to attend all customer in-person meetings and conferences as required.
  • Ability to self-start and work independently or as a team.
  • Ability to interact verbally and in writing with all levels of staff, government personnel, and management on a professional level.
  • Possess strong problem-solving skills.
  • Ability to work nights and weekends as required.
  • Ability to travel up to 25% as required.

Responsibilities

  • Accountable for all aspects of contract execution and managing the hands-on, day-to-day execution of related operational activities.
  • Organize, coordinate, and control all contractor activities to ensure compliance with contract performance, cost, and schedule requirements.
  • Manage the following areas: Engineering and design support, Environmental, safety, and occupational health (ESOH), Engineering/facilities data and records management, operate rapid prototyping software and printers, logistics, repair, and maintenance for mechanical systems, heating, ventilation, and air conditioning (HVAC), and electrical systems, Component Research Air Facility (CRAF), special test equipment and support infrastructure.
  • Monitor the progress of all work performed and all costs incurred under the contract.
  • Ensure that all employees are qualified, trained, and certified to perform the requirements of the PWS.
  • Help recruit, vet, and hire new employees.
  • Prepare the company’s Progress, Status, and Management Reports in accordance with the Contract Data Requirements List.
  • Serve as primary POC for government contractors, government management, and subcontractor personnel.
  • Coordinate contract requirements as required.
  • Prepare annual employee evaluations per company policies and procedures.
  • Prepare, train, and provide travel reimbursement assistance for team members.
  • Coordinate in and out processing of new and existing team members.
  • Review work to ensure technical accuracy and to ensure it satisfies customer needs and complies with overall estimating standards.
  • Monitor and approve timesheets in accordance with company policies and procedures.
  • Participate in company meetings, briefs, and audits as required.
  • Maintain Quality Management efforts for the program in accordance with company policies and procedures.
  • Complete annual company and customer-required training, as required.
  • Complete timesheets daily in an online system according to company policies and procedures.
  • Travel up to 25% as required.
  • Other duties as assigned.
