About The Position

CGI Federal is seeking an experienced Program Manager to lead a high impact program supporting a Financial Management Directorate within an Agency in the Intelligence Community. This role provides leadership across all Application Service Provider (ASP) support functions, ensuring excellence in system engineering, internal controls, requirements management, O&M, tools and reporting, and financial visualization capabilities. The Program Manager leads multidisciplinary teams, partners with senior government stakeholders, and drives performance, governance, and continuous improvement throughout the contract lifecycle This position is located in Springfield, VA.

Requirements

  • U.S. Citizenship
  • Active Top Secret security clearance with SCI eligibility
  • Ability to pass and maintain a Counterintelligence (CI) Polygraph
  • Experience in corporate treasury, banking, or financial operations
  • Knowledge of cash management, financial risk, liquidity planning, and federal financial systems
  • Bachelor's degree in Accounting, Finance, or Economics
  • Project Management Professional (PMP) certification (Required)

Nice To Haves

  • Certified Defense Financial Manager (CDFM) credential
  • Experience leading programs supporting Intelligence Community financial systems
  • Experience with Momentum or other federal financial management platforms
  • Demonstrated success managing cross functional technical and financial teams

Responsibilities

  • Provide overall technical, operational, and contractual leadership for all workstreams defined in the PWS.
  • Develop and maintain the Project Management Plan (PMP) guiding program execution.
  • Develop and execute strategic plans to achieve project goals and mission outcomes.
  • Identify, assess, and mitigate risks to ensure successful project performance.
  • Engage with senior Agency stakeholders to ensure alignment and mission success.
  • Manage and oversee federal financial management operations and maintenance (O&M) and system improvement projects using financial management software.
  • Lead budgeting, financial analysis, forecasting, and performance tracking activities.
  • Coordinate system enhancements, upgrades, and financial system improvements.
  • Oversee compliance, quality control, and contractual reporting requirements.
  • Lead and mentor a multidisciplinary team supporting system engineering, controls, requirements, O&M, analytics, and visualization workstreams.
  • Foster a high performance culture built on communication, accountability, and collaboration.
  • Implement process improvements to enhance operational efficiency and effectiveness.
  • Ensure cross functional coordination for seamless program integration.
  • Serve as the primary interface with Agency leadership and decision makers.
  • Provide briefings, deliver updates, and support program reviews.
  • Ensure timely and accurate submission of all contract deliverables (CDRLs).
  • Lead transition in and transition out activities to maintain uninterrupted mission support.
