About The Position

The Program Manager / Engagement Manager serves as the primary point of coordination, governance, and communication for all contract activities supporting UOSA’s Digital Transformation Products and Services initiative. This role ensures that all contracted work aligns with UOSA’s foundational initiatives, digital transformation objectives, and task order requirements as outlined in the RFP. Responsibilities include oversight of planning, execution, stakeholder engagement, risk mitigation, and reporting across multiple initiatives, divisions, and technology domains Ensures overall contract governance, manages communication with UOSA leadership, coordinates task orders and ensures deliverables align with the digital transformation objectives outlined in the RFP. Critical for ensuring project milestones, reporting, and stakeholder alignment across multiple initiatives and divisions within UOSA.

Requirements

  • Minimum 5–7 years of experience in program or engagement management within IT, digital transformation, or public‑sector consulting environments.
  • Demonstrated success leading multi‑initiative or enterprise‑wide transformation programs.
  • Familiarity with digital transformation domains including governance frameworks, workflow digitization, data visualization, collaboration tools, document management, and OT/IT systems integration (e.g., SCADA, CMMS, GIS, ERP, LIMS).
  • Strong communication, facilitation, conflict‑resolution, and stakeholder‑relationship skills.
  • Ability to produce high‑quality documentation and status reporting per UOSA requirements.
  • Understanding of cybersecurity best practices relevant to IT and OT systems.

  • Experience working with public-sector organizations is preferred.

Responsibilities

  • Program Governance & Oversight Establish and maintain governance structures aligned with UOSA’s Integrated Technology Governance Program and Digital Maturity Assessment initiatives. Ensure all work complies with the technical, functional, and general requirements outlined in the RFP, including documentation standards and communication protocols. Coordinate contractor resources across multiple task orders, ensuring alignment with project priorities, timelines, and dependencies.
  • Project & Task Order Management Develop and manage integrated project plans, schedules, and deliverable trackers for all awarded initiatives and subsequent task orders. Oversee execution of deliverables including assessments, roadmaps, dashboards, process digitization solutions, collaboration enhancements, and platform improvements. Monitor progress against milestones, manage risk, and escalate issues to UOSA leadership as needed.
  • Stakeholder Engagement & Communications Serve as the primary liaison between UOSA leadership, ITS staff, operational stakeholders, and contractor project teams. Conduct structured communications per RFP guidelines, ensuring all interactions with UOSA follow established channels. Facilitate stakeholder workshops, alignment sessions, progress reviews, and executive briefings.
  • Quality Assurance & Compliance Ensure all deliverables meet requirements for accuracy, completeness, and adherence to industry best practices (e.g., COBIT, ISO/IEC 38500, NIST 800‑53/800‑82). Validate all documentation, reports, and technical outputs before submission to UOSA. Ensure contractor activities conform to UOSA rules, onsite procedures, and safety requirements.
  • Performance Reporting Produce detailed monthly status reports, KPI analyses, schedule updates, and cross‑initiative integration summaries. Track contract performance against scope, hours, and budget limitations. Support UOSA’s evaluation and prioritization of future digital transformation initiatives.
