About The Position

The Low Income Investment Fund is a non-profit Community Development Financial Institution (CDFI) that mobilizes capital and partners to achieve opportunity, equity and wellbeing for people and communities. REPORTING RELATIONSHIPS: This position reports to the ECE Director, Western Region and will have direct supervisory responsibility for staff and/or selected consultants engaged in implementing activities for the Provider Emergency Revolving Fund program. JOB SUMMARY: The Program Manager will lead the implementation of the Alameda County Provider Emergency Revolving Fund, a new initiative administered in partnership with First 5 Alameda County under Measure C. This $10 million annual fund provides emergency grants to licensed Family Child Care (FCC) providers and Centers in Alameda County at risk of closure, significant service disruption, or workforce loss and provides technical assistance to strengthen their long-term business sustainability. The Program Manager will oversee day-to-day program operations including program design, outreach, grant administration, data management and evaluation - ensuring the program is equitable, transparent, and responsive to provider needs.

Requirements

Bachelor’s degree in Early Childhood Education, Business Administration, Finance, or a related field.
Five years of professional experience in program management, early childhood education, or community development.
Proven experience in leading teams, managing complex public funding programs, including application design, review, compliance, and reporting.
Strong understanding of the ECE landscape, including Family Child Care operations, centers, licensing, small business supports, and business sustainability challenges.
Strong written, verbal, and public speaking skills.
Expertise in working with diverse populations and building inclusive relationships.

Responsibilities

Lead the design, planning, and execution of the Provider Emergency Revolving Fund in partnership with First 5 Alameda County.
Develop and implement program policies, timelines, and guidelines to ensure transparent and effective grant administration.
Oversee the grant monitoring process to ensure compliance, track progress, and achieve key deliverables.
Utilize data management platforms such as Submittable and Salesforce to monitor program performance and generate comprehensive reports.
Collaborate with First 5 and community partners to refine processes and integrate feedback from the Measure C Community Advisory Council (CAC).
Identify and assess technical assistance and training needs; develop and implement capacity-building initiatives for staff, consultants, and childcare providers.
Lead the selection, engagement, and management of consultants delivering specialized technical assistance.
Develop and oversee coaching supports that help providers strengthen operational practices and financial sustainability, using recognized quality improvement tools such as the Business Administration Scale (BAS) for Family Child Care programs and the Program Administration Scale (PAS) for childcare centers.
Cultivate and maintain relationships with key stakeholders, including ECE advocacy organizations, government agencies, other emergency financial assistance providers and local community partners.
Represent LIIF and the Provider Emergency Revolving Fund program at public meetings, presentations, and community convenings.
Foster a culture of collaboration, accountability, and shared learning within the program team.
Collaborate with directors to streamline workflows and assess operational systems for improved service delivery.
Provide fiscal oversight for program budgets, ensuring alignment with strategic goals and contractual obligations.
Lead hiring, onboarding, and mentorship of staff to promote a culture of learning and innovation.
Support fundraising efforts, including prospecting and grant management.
Collaborate with internal teams to identify cross-departmental opportunities for advancing program impact.
Prepare internal and external reports, clearly communicating program outcomes, goals, and funding priorities.
